Position Overview
QinetiQ US is seeking a seasoned Program Manager to oversee mission-critical work with the U.S. Department of Homeland Security. The selected individual will be accountable for the following:
Key Responsibilities
- Deliver Program and Project Management support for an expanding portfolio of operational and service initiatives.
- Manage all facets of assigned programs/projects to ensure adherence to requirements, timelines, and budgets.
- Create, update, and sustain Integrated Master Schedules (IMS), identify necessary resources, critical path elements, address scheduling conflicts and risks, and align the IMS with other projects within the program's portfolio.
- Monitor expenditures, report monthly performance metrics, and generate forecasts utilizing an Estimate to Complete (ETC) methodology.
- Collaborate with functional managers to formulate program resource plans and direct assigned program resources.
- Produce and present weekly reports, monthly updates, program review presentations, and other program status communications.
- Work closely with Business Development, Engineering, Operations, and Finance teams to support technical and cost proposal initiatives.
- Contribute to the company's sales, profitability, and growth objectives.
Required Qualifications
- At least 8 years of experience in systems engineering and logistics or operational testing and evaluation.
- PMP certification and/or DAWIA or DHS Program Manager Level III Certification or equivalent.
- Ability to successfully pass a DHS Background Investigation and maintain a current TS/SCI clearance.
- Proven domain and program experience in technical management, specialty engineering, testing and evaluation, operational integration, software engineering, and/or integrated logistics support systems.
- Experience managing costs, schedules, and risks across multiple programs.
- Experience overseeing subcontractors from various sources to achieve unified objectives.
- Capacity to prioritize tasks and manage diverse teams across multiple projects.
- Detail-oriented manager capable of comprehending and articulating highly technical and complex subjects to clients, senior leadership, and engineers.
- Strong customer management abilities, ensuring client needs are met without expanding the project scope.
- Capability to perform scope/requirements analysis, translating client needs into top-level scope and requirements.
- Hands-on experience in creating and maintaining integrated master schedules using MS Project.
- Proficiency in collaborating with subject matter experts to develop duration and cost estimates.
- Demonstrated experience in employing cost-effective readiness methodologies and life-cycle cost disciplines to ensure optimal system operational readiness outcomes.
- Familiarity with DHS standards and the equipment acquisition and qualification process.
- Excellent computer skills, particularly in Microsoft Office (Teams/SharePoint, Word, Excel, PowerPoint, Outlook), Microsoft Project, and knowledge of Deltek CostPoint or similar MRP/ERP software systems, Jira, and Windchill.
- Ability to adapt to shifting priorities in a fast-paced, dynamic environment.
- Strong self-starter with minimal supervision required.
