Summary Investigative Operations Division, Arlington, VA The selectee of this position serves as a Supervisory Financial Specialist.

You will be responsible for managing the financial management program, to include development and oversight of management and financial controls, budget formulation, presentation, execution, and accounting functions.

Responsibilities As a Supervisory Financial Specialist at the GS level, some of your typical work assignments may include:
Monitor program performance and resource utilization. Establish and execute an annual, no-year, and reimbursable/sub-allotted budgets. Exercise full supervisory responsibility over subordinate positions. Represent USMS at conferences and meetings. Develop detailed strategies and background documentation for briefing senior-level management officials. Convey complex information in a clear and concise manner.

TIME IN GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS level, if you fulfill the following qualifications: 1.

Specialized Experience:
One year of specialized experience which includes: 1.) Providing guidance to employees and management regarding all aspects of financial management and budgetary policies; 2.) planning and organizing work assignments to include determining proper resources required to accomplish the mission; 3.) analyze financial management programs to verify accuracy of and compliance with policies and procedures.

Oral Communication:
Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately

Performance Management:
Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance

Writing:
Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience
