Position Overview: The Procurement Agent plays a vital role in securing and delivering specified products and/or services from qualified vendors and subcontractors, ensuring optimal pricing and terms.

Reporting Structure: Reports to the Procurement Manager or Preconstruction Manager

Key Responsibilities:
  • Source materials and subcontract services from reputable vendors and subcontractors.
  • Lead the evaluation and recommendation process for new and existing subcontractor/vendor qualifications, including financial assessments and reference checks.
  • Establish and manage the Procurement Schedule, actively participating in project meetings.
  • Develop project bidding protocols, including preparation and approval of bid lists.
  • Formulate and execute strategies to meet Minority, Women, or Disadvantaged Business Enterprise (M/W/DBE) requirements.
  • Collaborate with Operations to define general and special conditions, safety standards, and scope requisitions for each project.
  • Review plans and specifications for discrepancies and technical inquiries, escalating issues to the Project Engineer for resolution.
  • Oversee the bidding process, including managing the bid period.
  • Facilitate the receipt of bids, develop spreadsheets, and conduct scope review meetings with bidders to ensure compliance with project requirements.
  • Negotiate terms, pricing, and subcontract agreements with vendors and subcontractors.
  • Recommend subcontractors/vendors for approval to the client and project team.
  • Prepare and manage the subcontract issuance process, ensuring timely execution and compliance with insurance and bonding requirements.
  • In collaboration with the Project Team, develop and monitor Risk Management Plans as necessary.
  • Supervise junior procurement staff, providing input on performance evaluations.
  • Address and resolve disputes related to scope of work and change orders.
  • Ensure compliance with current insurance certificates, bonds, and surety requirements.
Qualifications: A Bachelor's degree coupled with a minimum of two years of relevant experience, or an equivalent combination of education and experience. Strong written and verbal communication skills; proficiency in Microsoft Office Suite, SAP, and SharePoint. Ability to interpret contract documents, drawings, specifications, and project schedules. Familiarity with accounting principles and demonstrated leadership capabilities are essential.

Physical Requirements: The role necessitates physical capabilities, including climbing stairs and ladders, negotiating construction sites, and occasionally lifting up to 50 pounds.

Work Environment: This position involves working on-site at construction locations, where exposure to mechanical parts, varying weather conditions, and noise levels is common.
