Job Overview

POSITION SUMMARY

The Energy Efficiency Program Manager oversees the Weatherization Assistance Program for the region. Reporting directly to the Director of Housing Development and Revitalization, this role encompasses the management of daily program functions, subcontractor oversight, field personnel coordination, workflow optimization, budget supervision, and staff leadership. The manager ensures compliance with all operational standards for job execution, completion, safety, quality, and cost-effectiveness, adhering to the national SWS and the New Hampshire Weatherization Assistance Program Field Guide.

QUALIFICATIONS

  • Bachelor's degree or a minimum of four years of relevant experience
  • BPI Building Analyst or Energy Auditor certification required
  • Familiarity with the Weatherization Assistance Program, including 10CFR 440 and national SWS standards
  • Experience with the NHSaves program is advantageous
  • Direct experience collaborating with contractors, funding organizations, and non-profit entities
  • Background in residential construction is beneficial
  • Previous management or supervisory experience is preferred
  • Proficiency in TREAT software is a plus
  • Strong skills in MS Office, particularly Excel and Word
  • Effective verbal and written communication abilities
  • Willingness to travel as necessary
  • Detail-oriented with strong organizational skills
  • Able to manage multiple tasks simultaneously
  • Capability to lift up to 25 lbs

KEY RESPONSIBILITIES

  • Oversee all activities related to the Weatherization Program
  • Assist in the formulation and management of the annual program budget
  • Authorize program-related expenditures
  • Collaborate with staff to ensure compliance with NH DOE guidelines
  • Work with staff and contractors to achieve production targets
  • Review, monitor, and approve all Weatherization projects
  • Manage internal operations, including job cycle monitoring and contractor relations
  • Track grant funding and prepare monthly reports
  • Coordinate with the Finance department to create monthly reimbursement documentation
  • Ensure all Weatherization projects are thoroughly documented and on schedule
  • Assist in grant writing and public relations events
  • Conduct inspections of weatherization files for thoroughness
  • Participate in meetings and training sessions as required
  • Occasional travel for training and conferences
  • Maintain positive relationships with funders, utilities, clients, and crews
  • Prepare and deliver presentations on the Weatherization Program as needed
  • Establish partnerships with local landlords, vendors, contractors, and service providers
  • Conduct regular meetings with staff to provide constructive feedback on performance and professional growth
  • Provide monthly updates on program status and development initiatives to management
  • Foster a supportive team environment
  • Conduct annual staff evaluations in accordance with agency policies
  • Monitor ongoing Weatherization projects
  • Coordinate production activities with the Director of Housing Development
  • Collaborate with Energy Auditors, Quality Control Inspectors, and contractors throughout all project phases
  • Ensure compliance with NH DOE standards for all work performed
  • Engage in funder monitoring evaluations
  • Participate in the NH WAP Technical Committee
  • Actively engage in NH WAP meetings and conferences
  • Advocate for the Weatherization Program
  • Seek additional funding and grant opportunities
  • Represent the organization in a professional manner

SUPERVISORY DUTIES

  • Supervise staff involved in the Weatherization Program

EMPLOYMENT REQUIREMENTS

Valid Driver's License and insured vehicle (minimum coverage of 100/300) for job-related travel, along with a driving record check, criminal background check, and random drug screening.
