Job Overview

Syndeo Staffing is presenting an opportunity within the City of Wichita Public Works and Utilities Department for the role of Utility Process Control Specialist. We are in search of a dedicated individual capable of working 2nd or 3rd shifts, with initial training provided on the 1st shift. A Kansas Class IV Water Operator Certification is mandatory (or an equivalent certification from another state).

This position involves significant decision-making authority regarding water treatment processes, flow management, and pressure regulation, relying on independent judgment to uphold multiple water quality standards within regulatory frameworks. The role also includes supervising other personnel in the absence of the Shift Supervisor.

Physical Requirements: The job entails wearing level D PPE (long pants, steel-toed boots), with the City providing hard hats, safety glasses, and earplugs as necessary. Candidates must be able to navigate stairs, walk, bend, twist, reach, and lift up to 40 lbs unassisted, while also being exposed to noise, chemicals, and varying weather conditions.

Compensation: $32.58/hour

Key Responsibilities:

  • Operate and oversee production, pumping, and distribution systems from a control center, utilizing data from the Supervisory Control and Data Acquisition (SCADA) system and Geographic Information System (GIS).
  • Monitor and adjust flows and pressures across all systems, making independent decisions to balance flows to basins and reservoirs to meet water storage needs.
  • Track water levels in reservoirs and towers, implementing necessary pump adjustments.
  • Collect water samples and conduct basic chemical analyses, using results to inform process adjustments.
  • Manage chemical feed equipment, adjusting feed rates and determining chemical dosage requirements based on varying conditions to maintain water quality.
  • Troubleshoot treatment issues related to pH, solids levels, mixing intensity, chemical dosage, and biological processes.
  • Monitor weather conditions and predict daily water consumption and production needs.
  • Operate and maintain a water treatment facility, including routine equipment maintenance.
  • Document plant performance data on log sheets or digital databases.

Qualifications:

  • Must achieve Level 5 on the City of Wichita Water Utility Competency Scale within three years of hire, which includes:
    • Knowledge of federal and state regulations regarding safe drinking water production and distribution.
    • In-depth understanding of specialized water treatment operations.
    • Familiarity with the functions and mechanics of pumps, chemical analyzers, and other equipment used in water treatment, along with the ability to perform basic preventive maintenance.
    • Ability to calculate flows and solution concentrations.
    • Skill in data collection and decision-making based on online analyzer data.
    • Capability to monitor, evaluate, and interpret SCADA information.
    • Proficiency in utilizing GIS data for informed decision-making.
    • Ability to analyze and validate complex data.
    • Basic knowledge of biology and chemistry principles as they pertain to water treatment.
    • Competence in using computers for information access, interpretation, and documentation.
    • Ability to endure exposure to environmental nuisances, chemicals, and equipment noise (with earplugs).
  • Ability to walk variable distances, climb stairs, and perform physical tasks necessary for equipment evaluation.
  • Ability to lift and carry up to 40 pounds.
  • Ability to exert pressure to operate valves and fire hydrants.
  • Ability to work outdoors in adverse weather conditions.
  • Ability to read and interpret technical manuals.
  • Ability to foster effective working relationships with colleagues and external agency representatives.
  • Strong communication skills, both verbal and written.
  • Possession of a valid Kansas driver's license.
  • Ability to drive at night.
  • Availability for after-hours emergencies, including on-call responsibilities.
  • Must not pose a direct threat to the health or safety of others in the workplace.

Education and Certification:

  • High school diploma.
  • Kansas Class IV Water Supply System Operator certification or equivalent certification from another state (large water utility/surface water treatment). The applicant must complete the reciprocal process within the first six months of employment.
  • Must be legally authorized to work in the United States without the need for sponsorship.
