Position Summary

The primary role of this position is to function as a Project Manager within the Contract Services Division. This involves implementing strategies that oversee the entire lifecycle of contracts, interagency agreements, and grants aimed at supporting Child Support Administration (CSA) and local child support entities in delivering essential services to the community. This role is vital in promoting parental accountability through innovative programs and partnerships, thereby enhancing the welfare of children and families.

This position acts as a key support to departmental leaders, engaging in program evaluation, development, and coordination. Responsibilities include planning, organizing, and managing contracts and invoicing tasks as assigned, along with maintaining Minority Business Enterprise (MBE) tracking and data management.


Key Responsibilities
  • Formulate and enforce rules, regulations, standards, and controls to effectively execute assigned program tasks.
  • Oversee competitive contracts by evaluating contractor performance, approving invoices, identifying shortcomings, and implementing corrective action plans.
  • Monitor contract compliance through statistical reports, case reviews, and audit findings, providing necessary documentation as per CSA protocols.
  • Guide and assist in the management of departmental programs.
  • Develop and maintain a comprehensive program/contract management strategy to ensure timely procurement and compliance monitoring in accordance with established procedures.
  • Collaborate with the Procurement Department to prepare contract documentation and ensure all necessary approvals are obtained.
  • Facilitate the execution of Program Management documentation by securing signatures from CSA Executive Management.

Qualifications

Applicants must fulfill all minimum qualifications to be considered for this role. It is essential to review all requirements before applying.

Education: High school graduation or equivalent certification.

Experience: A minimum of four years in administrative or professional roles.

Note: Candidates may substitute 30 college credit hours from an accredited institution for each year of required experience, or possess a Bachelor's or Master's degree to meet experience requirements.


Preferred Qualifications

Preference will be given to candidates with:

  • Experience in developing, negotiating, and monitoring contracts.
  • Proficiency in maintaining financial records and adjusting account balances.
  • Familiarity with Financial Management Information Systems (FMIS) or Advanced Purchase Inventory Control System (ADPICS).
  • Experience in budget preparation and oversight within a government agency.
