Role Summary:
The primary objective of this role is to identify, execute, and assess community-oriented early intervention, diversion, and Children in Need of Supervision (CINS) initiatives and collaborations that align with the objectives of the Maryland Department of Juvenile Services. This position is essential in fostering relationships with both internal and external partners, developing and nurturing collaborations, and delivering education focused on early intervention within the community.

This role necessitates a comprehensive understanding of pre-adjudication and diversion methodologies, intake processes, Maryland judicial protocols, and relevant legal and regulatory frameworks. Additionally, the incumbent must possess knowledge of management practices, integrated case management systems, community service delivery frameworks, personnel processes, and strategic planning techniques.

The individual in this position must demonstrate sound judgment and discretion, articulate ideas clearly and effectively, foster professional relationships with various agencies and stakeholders, motivate and enhance productivity among staff, manage personnel conflicts adeptly, and recommend administrative procedures as necessary.

Minimum Qualifications:
Education: A Bachelor's degree from an accredited institution.

Experience: A minimum of four years of experience in providing case management services to youth facing emotional or social challenges, delinquency, victimization, or exceptional circumstances in either community or residential environments.

Notes:
1. Candidates may substitute an Associate of Arts degree in social or behavioral sciences or criminal justice along with two years of relevant experience for the required education.
2. A Master's degree in social or behavioral sciences or criminal justice may substitute for one year of the required experience.
3. Relevant military service experience as a commissioned officer in Social Services classifications may substitute for the required experience and education on a year-for-year basis.

Preferred Qualifications:
Preference will be given to candidates who possess the following:
  • A Bachelor's degree in a relevant field such as Criminal Justice, Sociology, Psychology, or Social Work.
  • At least three years of supervisory experience in case management within community or residential settings.
  • Experience working with or adjacent to the juvenile justice system.
  • Capability to oversee community outreach and early intervention program development.
  • Familiarity with early intervention programming options for youth.
  • Strong communication skills, both written and verbal, with the ability to build rapport with diverse individuals.
Licenses and Certifications:
1. Candidates must achieve full certification by the Maryland Correctional Training Commission within 90 days of appointment and maintain this certification throughout employment.
2. A valid motor vehicle operator's license in the State of Maryland may be required for certain duties.

Special Requirements:
1. Compliance with the minimum qualifications established by the Maryland Correctional Training Commission is mandatory.
2. Candidates must pass a thorough background check, including fingerprinting and drug testing, and may be subject to additional evaluations.
