Primary Objective of the Role
The primary objective of this role is to identify, implement, and assess community-based early intervention, diversion, and Children in Need of Supervision (CINS) initiatives and collaborations to fulfill the goals and objectives of the Maryland Department of Juvenile Services (DJS). This position focuses on building relationships with both internal and external stakeholders, fostering partnerships, and delivering education centered on early intervention in the Baltimore City Region.
This role necessitates advanced knowledge of pre-adjudication and diversion methodologies, intake principles, Maryland judicial processes, and relevant legal and regulatory frameworks. Additionally, the individual must possess a solid understanding of administration and management, integrated case management systems, community service delivery mechanisms, personnel processes, and strategic planning techniques.
The candidate must demonstrate the ability to exercise sound judgment and discretion, articulate ideas clearly and concisely, inspire motivation and productivity among staff, effectively manage personnel conflicts, and recommend administrative procedures as needed.
Minimum Qualifications
Education: A Bachelor's degree from an accredited institution.
Experience: A minimum of four years of experience in providing case management services to emotionally or socially maladjusted, delinquent, victimized, or exceptional juveniles in community or residential settings.
Notes:
1. Candidates may substitute an Associate of Arts degree in social or behavioral sciences or criminal justice from an accredited institution along with two years of experience providing direct services to children in community or residential settings for the required education.
2. A Master's degree in social or behavioral sciences or criminal justice from an accredited institution may substitute for one year of the required experience.
3. U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or related fields may substitute for the required experience and education on a year-for-year basis.
Preferred Qualifications
Preference will be given to candidates who possess the following qualifications:
- Bachelor's degree in a Social or Behavioral Science field (e.g., Criminal Justice, Sociology, Human Relations, Psychology, Child and Adolescent Studies, Social Work, or closely related disciplines).
- At least three years of experience supervising lower-level Case Management Specialists in community or residential environments.
- At least three years of experience working within or alongside the juvenile justice/youth legal system.
- Ability to supervise, manage, and oversee community outreach and early intervention program sourcing and development.
- Knowledge of and experience with early intervention programming options available to youth.
- Strong written and verbal communication skills, with the ability to establish rapport with individuals from diverse backgrounds.
1. Candidates appointed to this position are required to become fully certified by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification throughout employment.
2. Employees may be assigned duties requiring the operation of a motor vehicle and must possess a valid motor vehicle operator's license in the State of Maryland.
Special Requirements
1. Candidates must meet the minimum qualifications for appointment as outlined in the Maryland Correctional Training Commission regulations, including:
U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A thorough background check, including fingerprinting and drug testing
An oral interview
Physical and psychological examinations.
2. Employees in this classification are subject to substance abuse testing in accordance with Maryland regulations.
