Position Summary
The primary objective of this role is to identify, implement, and assess community-oriented early intervention, diversion, and Children in Need of Supervision (CINS) initiatives and collaborations to fulfill the goals set by the Maryland Department of Juvenile Services (DJS). This position focuses on building relationships with both internal and external stakeholders, fostering partnerships, and delivering education centered on early intervention in the Baltimore City Region.
This role necessitates a comprehensive understanding of pre-adjudication and diversion methodologies, intake processes, Maryland judicial systems, and relevant legal and regulatory frameworks. Additionally, the incumbent must possess a solid grasp of administration and management, integrated case management frameworks, community service delivery systems, personnel management processes, and strategic planning techniques.
The individual in this position must demonstrate the ability to exercise sound judgment and discretion, articulate ideas clearly and concisely, inspire motivation and productivity among team members, effectively manage personnel conflicts, and recommend necessary administrative procedures.
Minimum Qualifications
Education: A Bachelor's degree from an accredited institution.
Experience: A minimum of four years of experience delivering case management services to youth facing emotional or social challenges, delinquency, victimization, or exceptional circumstances in either community or residential environments.
Preferred Qualifications
Preference will be given to candidates who possess the following qualifications:
- A Bachelor's degree in a Social or Behavioral Science field (e.g., Criminal Justice, Sociology, Psychology, Social Work).
- At least three years of experience supervising lower-level Case Management Specialists.
- Experience working within or alongside the juvenile justice system.
- Ability to oversee community outreach and early intervention program development.
- Familiarity with early intervention programming options for youth.
- Strong communication skills, both written and verbal, with the ability to establish rapport with diverse individuals.
1. Candidates appointed to this role must achieve full certification by the Maryland Correctional Training Commission within 90 days of appointment and maintain this certification throughout their employment.
2. Employees may be required to operate a motor vehicle and must possess a valid Maryland motor vehicle operator's license.
Special Requirements
1. Compliance with the Maryland Correctional Training Commission's minimum qualifications for appointment in mandated positions, including:
- U.S. Citizenship or Resident Alien status
- Minimum age of 21
- Completion of a thorough background check, including fingerprinting and drug testing
- Successful completion of an oral interview
- Passing physical and psychological evaluations
