Department Overview:


The Office of Contract and Grant Administration (OCGA) operates under the Office of Research Administration (ORA), which serves as the central institutional body overseeing comprehensive research administration and compliance activities. This includes managing pre-award and post-award processes, financial oversight of sponsored projects, and ensuring adherence to human research regulatory standards. OCGA is responsible for the stewardship of research administration data and the systems that facilitate ORA's operations.

OCGA oversees a substantial portfolio, managing approximately $1.6 billion in contract and grant awards and processing over $5 billion in funding requests annually.

With delegated authority from the Regents of the University of California, the Office of the President, and the Chancellor of UCLA, OCGA is empowered to solicit, accept, and execute research agreements and related documentation for both governmental and non-profit sponsored project activities.

OCGA acts as the primary liaison for funding agency representatives and relevant regulatory officials.

OCGA is tasked with interpreting University-wide policies, sponsor guidelines, and applicable federal and state regulations concerning sponsored activities.


Position Overview:


The Senior Research Administration Officer is a pivotal technical expert who imparts knowledge and offers advanced guidance to UCLA faculty and staff, particularly in navigating complex aspects of proposal development and award management.

This role involves authorizing and supervising the submission of proposals, as well as negotiating, accepting, and executing intricate agreements with government and non-profit sponsors.

The Officer manages a diverse portfolio of non-standard research, public service, and training initiatives funded by various governmental entities (federal, state, county, city, international) and domestic and international non-profit organizations (foundations and charitable entities).

While ensuring exceptional customer service, key responsibilities include but are not limited to: 1) advising faculty researchers and campus personnel on the development of complex proposals and the prudent management of sponsored project funds in alignment with University and Sponsor Policies; 2) identifying, analyzing, and communicating intricate terms and conditions, as well as policies and procedures, in a professional and supportive manner; 3) evaluating a wide range of factors to negotiate and manage complex research contracts and grants, including incoming and outgoing subawards, clinical trial agreements, and multi-party contracts; 4) contributing to the development of large-scale complex projects; 5) confirming compliance approvals from campus compliance committees.

This position holds institutional signature authority as delegated by the Regents of the University of California, with thresholds established through operational policies, and is authorized to review and sign transactions for junior staff.

Based on OCGA's organizational structure, this role will primarily focus on one of the following areas:
Contract & Grants: Responsible for negotiating and managing contract and grant proposals, awards, and non-financial post-award activities. Outgoing Subawards: Responsible for drafting, negotiating, executing, and maintaining third-party agreements where UCLA is the primary awardee, including non-financial post-award activities. Proposal & Award Intake Team:

Responsible for the receipt, recording, review, assignment, tracking, and communication (both internal and external) related to all proposals and awards.

*Primary Focus: State/Local Agreements.

Qualifications:
In-depth understanding of Federal Uniform Guidance, funding agency policies and procedures, Federal Acquisition Regulation (FAR), and agency-specific supplemental clauses. (Required)

Strong computer proficiency and demonstrated ability to utilize various software applications that support campus administrative processes, including the latest version of Microsoft Suite and electronic research administration systems.

As a technical leader with advanced training capabilities, effectively provide ongoing training and guidance in research administration concepts to junior staff, fostering the development of advanced skills and assisting team members in navigating processes, procedures, and policies to meet operational standards.

Advanced skills and demonstrated experience in independently negotiating complex sponsor project agreements, with a clear understanding of the implications of acceptance or denial.

Education, Licenses, Certifications, & Professional Affiliations:


A Bachelor's Degree is preferred, along with generally 12 or more years of experience in research administration or a related field, possessing equivalent transferable skills and knowledge.
