Department Overview:


The Office of Contract and Grant Administration (OCGA) operates under the Office of Research Administration (ORA), which is the central department responsible for overseeing research administration and compliance across the campus. This includes managing pre-award and post-award processes, financial oversight of sponsored projects, and ensuring adherence to human research regulatory standards. OCGA plays a crucial role in managing substantial contract and grant awards, totaling approximately $1.7 billion annually, alongside processing over $5 billion in funding requests.

OCGA holds the institutional authority to negotiate, accept, and execute research agreements and related documentation for both governmental and non-profit sponsored projects, acting as the primary liaison for funding agency representatives and regulatory officials.

OCGA is tasked with interpreting university-wide policies, sponsor guidelines, and relevant federal and state regulations concerning sponsored activities.


Position Overview:


The Senior Research Administration Officer at UCLA's OCGA is a highly experienced professional in research administration, recognized as an expert across the organization.

This role serves as a principal advisor to faculty, legal teams, students, and staff on intricate contracts and grants, including significant cooperative agreements and international partnerships that are vital to the institution.

The Senior Officer independently negotiates, accepts, and executes complex agreements that have a broad organizational impact. Responsibilities include assessing and mitigating institutional risks, ensuring compliance with university and sponsor policies, and serving as the signing authority for proposals and awards prepared by analysts at various levels.

The Senior Officer is also responsible for directing the accurate collection and analysis of research administration data throughout the contract and grant lifecycle, contributing significantly to the development of campus policies and procedures for managing externally-sponsored projects.

This position represents OCGA and UCLA in system-wide initiatives and engages with research sponsors and professional advocacy groups.

Exceptional communication skills are essential, as the Senior Officer must demonstrate professionalism, enthusiasm, and a commitment to problem-solving while fostering loyalty to the organization.

The primary responsibilities include negotiating and managing the most intricate contract and grant proposals, awards, and non-financial post-award activities. The Senior Officer possesses specialized expertise, focusing on State/Local agreements while also engaging in areas such as:

- Federal Acquisition Regulation (FAR)
- Defense Federal Acquisition Regulation Supplement (DFARS)
- City or county contracts
- Subcontracts
- Intellectual property matters
- Clinical trials
- Facilities and administration (F&A) costs
- Non-profit/foundation sponsor agreements
- Other specialized areas.

The Senior Officer is expected to devise strategies for addressing complex challenges and recommend enhancements to policies, processes, and resources.

Actual salary offers will take into account various factors, including budget constraints, prior experience, skills, knowledge, education, and other relevant business considerations. Qualifications:
Typically requires 15 or more years of experience in research administration or a related field, or with transferable skills and knowledge. (Required)

  • Expertise in federal, state, and local regulations, non-profit sponsor policies, and campus-wide policies related to extramural research in a large higher education institution with a teaching hospital. (Required)
  • Proven ability to manage a high volume of complex proposals and awards, including federal terms and conditions, international collaborations, and various types of agreements. (Required)
  • Demonstrated negotiation skills for complex sponsored project agreements, with an understanding of the implications of acceptance or denial. (Required)
  • Exceptional interpersonal skills to provide effective research administration expertise to faculty, staff, and external entities. (Required)
  • Strong written and oral communication skills to convey advanced concepts clearly to diverse audiences. (Required)
  • Experience in delivering high-quality customer service to a varied group of colleagues and sponsors, focusing on customer needs and effective communication. (Required)
  • Ability to mentor and train less experienced analysts in a collaborative environment. (Required)
  • Expertise in delivering ongoing training on complex research administration topics to enhance skills and provide guidance. (Required)
  • Skill in analyzing existing policies and procedures to recommend improvements for operational efficiency. (Required)
