Job Summary

This is an exciting opportunity to join the Mayor's Office of Talent and Appointments (MOTA) as a Grants Management Specialist. In this role, you will be responsible for monitoring the implementation of grants and contracts, ensuring that the policies and regulations of the agency are adhered to.

Key Responsibilities
  • Maintain, revise, and update grant rules, regulations, Requests for Applications (RFAs), and grant agreements.
  • Ensure that programs are implemented consistently with MOTA directives, official District government grant management policies and procedures, and grant terms and conditions.
  • Communicate with applicants and grantees, and ensure a fair and equitable grant review process.
  • Handle funding inquiries, ensure potential grant applicants understand eligibility requirements and the granting rules, regulations, and conditions of the District of Columbia.
  • Establish grant agreements with community-based organizations following proper District government granting procedures.
  • Monitor services and related activities funded by MOTA, ensuring proper management of grant-funded programs, proper expenditure of grant funds, and minimization of grantee administrative overhead.
  • Participate in the development and implementation of monitoring instruments for oversight of grants awarded by MOTA.
  • Conduct periodic site visits to ensure that applicants or grantees have the required infrastructure components in place to administer a grant.
  • Maintain grants management planning tools, such as automated databases, reporting requirements, and review/evaluation techniques.
  • Provide for the security of information, personnel, and physical agency assets under your control or influence.
Requirements
  • Demonstrated experience in grant management, monitoring, and stakeholder engagement.
  • Knowledge of community-based organizations and services targeting the District's LGBTQ community.
  • Highly organized and methodical; innovative with strong critical thinking abilities.
  • Ability to work with diverse communities in a respectful manner; comfort with terminology and pronouns.
Working Environment

The work is performed primarily in-person in an office setting. Times in the field are permitted when there is a related event.

This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

There is a legal requirement that each new appointee to the Excepted or Executive Service either be a District of Columbia resident at the time of appointment or become a District resident within one hundred eighty (180) days of appointment.
