Lower Colorado River Authority is on the lookout for an Environmental Compliance Specialist to enhance our team. As a key member of the Environmental Permitting and Compliance unit, you will oversee U.S. Army Corps of Engineers permitting, compliance with the Endangered Species Act, and stormwater management for LCRA's water supply infrastructure initiatives.

This position requires effective communication of compliance standards to LCRA project engineers, operational teams, and external contractors. The ideal candidate will be responsible for crafting applications for environmental permits, regulatory submissions, and developing environmental plans and procedures.

The successful applicant is expected to be an analytical thinker and adaptable problem solver, capable of managing competing priorities, demonstrating meticulous attention to detail, and fostering consensus.

The Environmental Compliance Specialist II will exercise independent judgment and discretion in addressing complex challenges to deliver compliant and customer-oriented solutions, while striving for excellence in all aspects of work and embodying LCRA's core values of service, initiative, respect, integrity, and safety.


Your responsibilities will include:

  • Overseeing environmental permitting and compliance for intricate water resource construction and maintenance projects across Texas, both directly and through the management of external consultants. This includes ensuring adherence to U.S. Army Corps of Engineers regulations, state water quality standards, endangered species mandates, local municipal and county regulations, and other relevant resource planning and permitting requirements in Texas.
  • Acting as an environmental resource for LCRA personnel. Interpreting regulatory mandates, developing and implementing procedures, and managing operational impacts.
  • Engaging with regulatory bodies and local governments as needed and participating in external professional organizations.
  • Contributing to the research, development, and implementation of environmental policies and procedures to accommodate new or modified environmental regulations and/or LCRA operations.
  • Conducting comprehensive site assessments, including evaluations of permitting and compliance implications for water resource development or infrastructure projects, as well as environmental impact and risk assessments of current and proposed facility operations.

Qualifications:

  • A minimum of six years of experience in the assessment, interpretation, implementation, or administration of environmental regulations, programs, policies, or other relevant experience, including experience in preparing technical reports and liaising with regulatory agencies.
  • A degree in environmental science, chemistry, wildlife biology, geology, ecological management, conservation science, business, engineering, risk management, or a related field may be considered in lieu of certain years of experience as per LCRA guidelines.
  • Valid driver's license.

Ideal candidates will possess:

  • Prior experience with USACE permitting processes.
  • Experience in conducting natural resource assessments.
  • Background in major infrastructure projects.
