Reports To: Residential Mortgage Sales Manager

Department: Residential Lending

Objective: The Community Development Loan Officer collaborates closely with the Five Star Bank Community Reinvestment Act (CRA) Officer to design and execute the Company's CRA initiatives aimed at enhancing Five Star Bank's visibility within the community and facilitating loans for low- and moderate-income individuals while ensuring that suitable investments and services are accessible throughout the CRA assessment areas.

Key Responsibilities:
  1. Promote the Bank's offerings through community engagement, partnering with local non-profit organizations and governmental bodies. Actively participate on Non-Profit Boards within the Bank's assessment area.
  2. Establish connections with community groups, real estate agents, homebuyer counseling organizations, and builders to identify and process applications for residential loans, while also referring small business loan opportunities and low-cost deposit products in low/moderate income regions.
  3. Conduct interviews with loan applicants, assisting them in selecting the most suitable products for their needs. Gather financial information and documentation to submit a comprehensive loan application for processing.
  4. Gain in-depth knowledge of local charitable and civic initiatives aimed at improving access to credit and addressing poverty issues within the Bank's assessment area.
  5. Engage with neighborhood and business associations to enhance credit access in the Bank's assessment area. Organize and facilitate programs and seminars for these groups.
  6. Provide insights and recommendations to Bank management regarding the development of new products and services or modifications to existing offerings to improve credit access.
  7. Deliver financial literacy training, covering topics such as budget management, credit improvement, and pre/post homeownership education for low/moderate income populations.
  8. Contribute to creating an environment that adheres to all laws and regulations, emphasizing fair and responsible lending practices.
  9. Familiarize oneself with government-sponsored economic development programs to ensure the Bank's products and services align with the objectives of these initiatives.
  10. Support during regulatory examinations related to CRA, Fair Lending, and HMDA.
  11. Exemplify the standards and principles of the Five Star Bank experience in all interactions with internal and external customers, colleagues, and stakeholders, embodying teamwork, leadership, and service in every aspect of work.
Qualifications:

Required:
  • Education: High School Diploma or equivalent.
  • Experience: 5+ years in Community Development and/or CRA-related roles.
  • Licenses: Registration with the Nationwide Mortgage Licensing System Registry (NMLS) to obtain a unique identifier, in compliance with all SAFE Act requirements. Annual renewal of registration with NMLS is necessary.
Preferred:
  • Education: Bachelor's Degree in Business, Finance, or a related field.
  • Experience: 10+ years in Community Development and/or CRA-related roles; Bilingual in Spanish.
Competencies:
  1. Comprehensive understanding of regulations including the Community Reinvestment Act, Equal Credit Opportunity Act, Fair Housing Act, Fair Credit Reporting Act, Home Mortgage Disclosure Act, Service Members Civil Relief Act, Truth in Lending, and related laws.
  2. Exceptional verbal and written communication skills.
  3. Strong organizational abilities with the capacity to manage multiple priorities under pressure and meet deadlines.
  4. Aptitude for building strong relationships and engaging with all levels of staff, management, and community members.
  5. Sales-oriented mindset while maintaining a customer-focused approach; strong service skills.
  6. High attention to detail to ensure accuracy.
  7. Proficient in Microsoft Office applications and loan origination systems, with the ability to learn new banking software applications.
Physical Requirements:
  1. Ability to sit for extended periods.
  2. Ability to stand for extended periods.
  3. Willingness to travel extensively.
  4. Frequent computer usage is required.
  5. Availability to work evenings and weekends occasionally.
  6. Moderate phone usage is required.
