POSITION STATUS: Regular, Full-time

LOCATION: Nome

EXEMPT STATUS: Exempt

PAY SCALE GRADE: 19 – 20 – 21

REPORTS TO: President

The Vice President of Strategy and Policy is tasked with formulating, articulating, and implementing Kawerak's strategic framework to bolster strategic initiatives and fulfill the organization's objectives. This role encompasses the coordination of advocacy efforts for policy modifications beneficial to Kawerak and the 20 tribes within the region.

KEY RESPONSIBILITIES:

  1. Oversee the long-term planning framework for Kawerak; collaborate with the board and staff to regularly update the strategic plan, contributing to both strategic and programmatic development.
  2. Establish and nurture relationships with key leadership to foster effective partnerships. Assess and evaluate program efficacy to communicate success to Kawerak staff, Board of Directors, and essential stakeholders.
  3. Collaborate with the Executive Vice Presidents of Operations and Administration to aid in the formulation of activity plans and initiatives, both short-term and long-term.
  4. In conjunction with other Vice Presidents, convert corporate strategic objectives into actionable plans for all departments. Partner with the leadership team to define and realize the strategic vision.
  5. Facilitate the planning, development, and execution of both short-term and long-term initiatives.
  6. Supervise and provide oversight to the Division's grant writing team.
  7. Identify and coordinate service expansion opportunities for tribal members, both within and outside the region.
  8. Prioritize and coordinate policy objectives as identified by the Kawerak Board of Directors and the 20 tribes.
  9. Support the Bering Strait Leadership Team in identifying regional priority needs and advocate for these priorities as necessary.
  10. Coordinate requests for tribal consultation regarding policy priorities with various governmental agencies.
  11. Prepare comprehensive reports, talking points, and presentations concerning policy priorities. Assist in drafting briefings, testimonies, and correspondence for individuals involved in legislative or public policy processes.
  12. Develop a unified response to tribal, municipal, state, and federal issues, challenges, and opportunities, in collaboration with Kawerak's Communication Director.
  13. Conduct policy research and monitor legislative activities that may affect Kawerak or the region's tribes, providing actionable recommendations.
  14. Analyze data and policies, drafting recommendations and preparing reports on relevant local, state, federal, and international policy issues.
  15. Monitor and assess state, federal, and international legislation that may impact Kawerak and the tribes.
  16. Coordinate community engagement initiatives at the local level.
  17. Keep the President and Board informed of any legislative activity, movements, or amendments through effective communication.
  18. Participate in regularly scheduled meetings with the Alaska Regional Coalition during the legislative session, staying informed on state legislation that may affect the region.
  19. Create a comprehensive library of comments and testimonies organized by topic.
  20. Maintain and cultivate positive relationships with policymakers and key personnel at state and federal levels.
  21. Respond to inquiries regarding Kawerak's priorities.
  22. Attend necessary state, national, and international consultations and meetings.
  23. Participate in Board meetings alongside the President to report to the Kawerak, Inc. Board of Directors.
  24. Perform other duties as assigned.

QUALIFICATIONS:

  1. Bachelor's degree or four years of planning and administrative experience; a degree in political science or public administration is preferred.
  2. Minimum of two years of management and supervisory experience required.
  3. Exceptional writing, budgeting, research, supervision, and communication skills.
  4. Proficient in basic computer applications, including Internet usage, Word, Excel, and Windows.
  5. Ability to analyze and provide guidance on complex regulations, statutes, policies, and procedures.
  6. Experience in building and managing diverse teams across various departments.
  7. Capability to develop and utilize metrics and analytics; adept at identifying and securing alternative funding sources.
  8. Ability to formulate, plan, and implement both short- and long-range objectives.
  9. Strong interpersonal skills and the ability to work effectively under pressure.
  10. Proven track record of diagnosing issues and driving effective solutions.
  11. Ability to foster trust and credibility across the organization, promoting open communication.
  12. Willingness and ability to travel as required.
  13. This position is subject to criminal and civil child protection history requirements established by Kawerak, in compliance with the Alaska Barrier Crimes Act; a background check clearance is mandatory.
