JOB TITLE: Vice President of Strategy and Policy

POSITION STATUS: Regular, Full-time

LOCATION: Nome

EXEMPT STATUS: Exempt

PAY SCALE GRADE: 19 – 20 – 21

REPORTS TO: President

The Vice President of Strategy and Policy is tasked with formulating, articulating, and implementing Kawerak's strategic framework to bolster strategic initiatives and fulfill the organization's objectives. This role encompasses overseeing advocacy efforts for policy reform pertinent to Kawerak and the 20 tribes within the region.

KEY RESPONSIBILITIES:

  1. Oversee the long-term planning framework for Kawerak; collaborate with the board and staff to regularly refresh the strategic plan. Contribute to both strategic and programmatic development.
  2. Establish and nurture relationships with key leadership to foster effective collaborations. Assess and evaluate program efficacy to communicate success effectively to Kawerak staff, Board of Directors, and stakeholders.
  3. Collaborate with the Executive Vice Presidents of Operations and Administration to assist in crafting activity plans and initiatives, both short-term and long-term.
  4. In conjunction with other Vice Presidents, translate corporate strategic objectives into actionable strategic and operational plans across all departments. Partner with the leadership team to articulate the strategic vision and operationalize that vision.
  5. Facilitate the planning, development, and execution of both short-term and long-term initiatives.
  6. Supervise and provide oversight to the Division's grant writing team.
  7. Identify and coordinate service expansion requirements for tribal members both within and outside the region.
  8. Prioritize and coordinate policy initiatives as identified by the Kawerak Board of Directors and the 20 tribes in the region.
  9. Support the Bering Strait Leadership Team in identifying regional priority needs. Assist in recognizing and implementing regional priorities and advocate for these priorities as necessary.
  10. Coordinate tribal consultation requests concerning policy priorities with municipal, state, federal, and international agencies.
  11. Prepare comprehensive reports, talking points, and presentations related to policy priorities. Aid in the preparation of briefings, testimonies, and correspondence for individuals involved in legislative or public policy processes.
  12. Develop a cohesive response to tribal, municipal, state, and federal issues, challenges, opportunities, and concerns, in coordination with Kawerak's Communication Director.
  13. Conduct policy research and monitor legislative and governmental activities that may affect Kawerak or the 20 tribes in the region, providing recommended actions.
  14. Perform research, analyze data and policies, draft recommendations, and prepare reports on relevant local, state, federal, and international policy issues as needed.
  15. Monitor, comprehend, analyze, and track state, federal, and international legislation that may impact Kawerak and the region's tribes.
  16. Coordinate regional community engagement initiatives at the local level.
  17. Keep the President and Board informed of any relevant legislative activity, movements, or amendments through written or verbal communications.
  18. Participate in regularly scheduled meetings with the Alaska Regional Coalition group during the legislative session to stay informed about state legislation that may impact the region and identify priority areas for Kawerak's response.
  19. Create a repository of comments and testimonies organized by topic.
  20. Maintain and cultivate positive relationships with policymakers and key personnel at state and federal levels.
  21. Respond to inquiries regarding Kawerak's priorities.
  22. Attend state, national, and international consultations and meetings as required.
  23. Participate in Board meetings alongside the President to report to the Kawerak, Inc. Board of Directors.
  24. Perform other duties as assigned.

QUALIFICATIONS:

  1. Bachelor's degree or four years of planning and administrative experience; a degree in political science or public administration is preferred.
  2. Minimum of two years of management and supervisory experience is required.
  3. Exceptional writing, budgeting, research, supervisory, and communication skills.
  4. Proficient in basic computer skills, including Internet usage, Word, Excel, and Windows.
  5. Ability to analyze and guide the implementation of complex regulations, statutes, policies, and procedures.
  6. Experience in building and managing teams within a diverse organization.
  7. Ability to develop and utilize metrics and analytics; capable of identifying and securing alternative funding sources; adept at developing, planning, and executing short- and long-range goals.
  8. Ability to work effectively under pressure and collaboratively with others.
  9. Proven capability to diagnose issues and implement appropriate solutions.
  10. Ability to foster trust and credibility across the organization to promote an open communication environment.
  11. Willingness and ability to travel as required.
  12. This position is subject to requirements regarding criminal and civil child protection history established by Kawerak, in compliance with the Alaska Barrier Crimes Act. A background check clearance is required.
