POSITION STATUS: Regular, Full-time

EXEMPT STATUS: Exempt

PAY SCALE GRADE: 19 – 20 – 21

REPORTS TO: President

The Vice President of Strategy and Policy is tasked with the formulation, communication, and execution of Kawerak's strategic framework aimed at advancing organizational objectives and enhancing strategic initiatives. This role encompasses the coordination of advocacy efforts for policy reforms benefiting Kawerak and the 20 tribes within the region.

KEY RESPONSIBILITIES:

  1. Oversee the long-term planning processes for Kawerak, collaborating with the board and staff to regularly update the strategic plan.
  2. Establish and nurture relationships with key leaders to foster effective partnerships, while evaluating program success and communicating findings to stakeholders.
  3. Collaborate with the Executive Vice Presidents of Operations and Administration to formulate both short-term and long-term activity plans.
  4. Translate corporate strategic objectives into actionable plans across all departments in partnership with fellow Vice Presidents.
  5. Support the planning and execution of both short and long-range initiatives.
  6. Supervise and guide the Division's grant writing team.
  7. Identify and coordinate service expansion opportunities for tribal members, both regionally and beyond.
  8. Prioritize and coordinate policy initiatives as identified by the Kawerak Board of Directors and the 20 tribes.
  9. Provide support to the Bering Strait Leadership Team in recognizing and addressing regional priorities.
  10. Facilitate tribal consultation requests regarding policy priorities with various governmental agencies.
  11. Prepare comprehensive reports, presentations, and talking points related to policy initiatives.
  12. Conduct thorough policy research and monitor legislative activities that may affect Kawerak or the tribes.
  13. Analyze data and draft recommendations on local, state, federal, and international policy matters.
  14. Maintain awareness of legislative developments that could impact Kawerak and the tribes.
  15. Coordinate community engagement activities at the local level.
  16. Keep the President and Board informed of relevant legislative activities.
  17. Participate in meetings with regional coalitions during legislative sessions to identify priority areas for Kawerak.
  18. Compile a library of comments and testimonies organized by topic.
  19. Foster positive relationships with policymakers and key personnel at various governmental levels.
  20. Respond to inquiries regarding Kawerak's policy priorities.
  21. Attend consultations and meetings at state, national, and international levels as required.
  22. Report to the Kawerak, Inc. Board of Directors during Board meetings.
  23. Perform additional duties as assigned.

QUALIFICATIONS:

  1. Bachelor's degree or four years of relevant planning and administrative experience; a degree in political science or public administration is preferred.
  2. Minimum of two years of management and supervisory experience.
  3. Exceptional writing, budgeting, research, and communication skills.
  4. Proficient in basic computer applications including Internet usage, Word, Excel, and Windows.
  5. Ability to analyze complex regulations and provide strategic direction.
  6. Experience in team building and management within a diverse organizational structure.
  7. Capability to develop and utilize metrics and analytics for planning.
  8. Ability to work effectively under pressure and collaborate with others.
  9. Proven problem-solving skills and the ability to implement effective solutions.
  10. Strong interpersonal skills to foster trust and open communication.
  11. Willingness and ability to travel as required.
  12. This position is subject to background checks as per Kawerak's policies regarding child protection history.
