Position Overview

We are seeking a Head of Fraud Operations to lead the strategic initiatives for fraud detection, prevention, and resolution at East West Bank. This role is pivotal in executing the bank's strategic vision, achieving risk management objectives, and overseeing the comprehensive fraud risk management program. This program encompasses all fraud-related activities, including generating high-risk fraud alerts, investigating suspicious activities, and recovering confirmed fraudulent items.

Key Responsibilities

  • Implement and manage the Fraud Risk Management Program while ensuring compliance with Bank Fraud Policies.
  • Establish robust fraud management controls and monitoring processes, including key performance indicators and fraud analysis frameworks.
  • Conduct thorough assessments of fraud risks and develop prevention and detection strategies.
  • Formulate action plans to address vulnerabilities and mitigate fraud risks effectively.
  • Serve as the subject matter expert for fraud oversight in new product launches and daily operations.
  • Continuously monitor industry best practices to identify emerging threats and develop mitigation strategies.
  • Reduce fraud losses and scams through effective prevention and detection methodologies.
  • Oversee internal and customer training programs to instill foundational fraud prevention measures.
  • Collaborate with the BSA team to ensure thorough vetting of suspicious applications.
  • Utilize industry connections to gather benchmarking information and support investigation efforts.
  • Manage vendor relationships to ensure service level agreements and performance standards are met.

Fraud Operations and Investigations

  • Lead fraud operations to enhance team effectiveness in minimizing losses.
  • Drive investigation initiatives with clear milestones and regular reporting to senior leadership.
  • Ensure timely and accurate completion of all regulatory and internal fraud reporting.
  • Deliver comprehensive briefings to internal stakeholders regarding investigation findings.
  • Conduct ongoing fraud risk assessments within operational units to monitor potential risks.
  • Maintain ownership of all fraud-related procedures and documentation.
  • Provide support for internal fraud investigations as necessary.

Fraud Strategy and Analytics

  • Collaborate with the second line of defense on data analysis to identify trends and enhance fraud strategy effectiveness.
  • Leverage fraud analysts to respond to real-time events requiring immediate action.
  • Ensure all fraud monitoring strategies include effective measurement and optimization processes.
  • Lead, mentor, and develop a team of direct reports.
  • Ensure the team is well-versed in fraud-related matters, including case investigations.
  • Provide training and coaching as needed to maintain a competent team.
  • Develop and execute an expanded support structure with teams in Asia.

Qualifications

  • Bachelor's degree in Criminal Justice, Finance, Business Administration, or a related field is preferred.
  • Minimum of 7 years of banking experience, with a strong focus on fraud operations in retail banking.
  • At least 7 years of experience in leadership or influencing roles is preferred.
  • Demonstrated knowledge of federal and state laws regarding bank fraud and compliance.
  • Strong understanding of bank products, services, systems, and transaction types.
  • Familiarity with automated fraud transaction monitoring systems is essential.
  • Excellent interpersonal skills for effective collaboration across all levels.
  • Strong communication and presentation skills, capable of conveying complex analyses clearly.
  • Ability to work independently under tight deadlines and manage multiple priorities.
  • Fluency in Mandarin or Cantonese is strongly preferred.

Compensation

The base pay range for this position is USD $200,000.00/Yr. - USD $280,000.00/Yr. Compensation will be determined based on relevant knowledge, skills, experience, and location.
