Job Overview:


• This role involves the examination of formal state administrative grievances lodged in accordance with federal regulations related to the Individuals with Disabilities Education Act (IDEA).

• Occasional in-state and infrequent out-of-state travel may be necessary for this position.

The Arizona Department of Education operates in a hybrid work model, allowing for up to two days of remote work based on business requirements. Candidates should be prepared to work in-office as needed, potentially up to five days a week.

Key Responsibilities:


• Conduct investigations into formal state administrative grievances submitted against public education entities by parents, professionals, organizations, and community members across the State, alleging violations of Federal and/or State special education mandates.

• Draft findings letters that detail the facts, applicable Federal and State legislation, and conclusions regarding compliance or noncompliance as part of the investigation process.

• Propose a comprehensive corrective action plan if noncompliance is identified.

• Address inquiries from public and private educational institutions, parents, and the general public regarding Federal and State special education mandates.

• Stay informed on professional developments and issues by reviewing newsletters, journals, regulations, and laws related to special education, and by participating in regional conference calls.

• Attend monthly team meetings.

• Engage in various departmental task forces, special projects, and training sessions as required to fulfill job responsibilities.

Required Knowledge, Skills & Abilities:

Knowledge in:

• Current Federal and State legislation governing educational services for students with disabilities.

• Procedures and practices in the field of special education.

• Obligations of public education agencies to deliver educational services to students with disabilities.

• Relevant case law concerning individuals with disabilities.

• Administrative frameworks and services provided by public education and state agencies for individuals with disabilities.

• Candidates should possess prior experience in special education or the provision of special education services.

• A Bachelor's degree in education, with a focus on special education or administration in special education, or equivalent legal experience in special education law, is required.

Skills in:

• Effective writing, communication, and interviewing abilities.

• Proficiency in articulating issues presented in formal state complaints and determining investigative strategies necessary for compliance assessments.

• Ability to apply legal principles to factual scenarios and reach sound conclusions regarding compliance.

• Consulting and advising educators, parents, and community members.

• Public speaking and delivering presentations to professional audiences.

• Receiving constructive feedback on written work and justifying findings.

Ability to:

• Interact professionally with all stakeholders while maintaining neutrality and collaborating effectively with school officials and community organizations.

• Demonstrate research skills related to educational topics.

Preferred Qualifications:


• Preference will be given to candidates holding a Master's degree in education, with a specialization in special education.
