Position Overview:
The City of Cypress is looking for a skilled and innovative individual to fill the role of Accounting Supervisor. This newly established position will oversee the daily operations of technical staff while providing hands-on assistance in various accounting and procurement functions.

Key Responsibilities:
- Supervise, mentor, and assess the performance of accounting personnel.
- Manage the bi-weekly payroll and accounts payable processes.
- Offer support and coverage in payroll, accounts payable, accounts receivable, and general accounting as necessary.
- Review and authorize cash receipts, monthly bank reconciliations, cash disbursements, and journal entries.
- Analyze and implement policies and procedures related to financial management and accounting.
- Compile and evaluate accounting records for independent audits, coordinating the audit process.
- Lead the preparation of the Annual Comprehensive Financial Report.
- Address staff inquiries regarding financial and accounting practices.
- Review monthly Financial Reports, Treasurer's Reports, and the Annual Statement of Investment Policy.
- Approve purchase orders and oversee the Business Licensing contract.
- Collaborate with other departments on various financial matters, including the annual budget process.
- Perform additional duties as required.

Knowledge Required:
Thorough understanding of governmental accounting, auditing, financial principles, internal controls, cash management, local government budgeting, procurement best practices, general accounting, payroll procedures, grant monitoring, and public disclosure regulations.

Skills and Abilities:
- Supervise, select, train, and evaluate staff effectively.
- Prepare and review financial statements in accordance with governmental accounting standards.
- Ensure compliance with applicable laws and regulations.
- Accurately compute and verify accounting entries and transactions.
- Utilize Microsoft Office Suite proficiently.
- Communicate complex information clearly and effectively.
- Analyze fiscal issues and propose viable solutions.
- Organize and prioritize multiple projects to meet deadlines.

Qualifications:
A Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field from an accredited institution. A minimum of four years of progressively responsible governmental accounting experience, with at least one year in a supervisory role or possession of a CPA license preferred.
