We are looking for a highly skilled HSE Plant Operations Manager who has a proven track record in leading safety programs and ensuring compliance with OSHA regulations that align with corporate policies. This individual must possess excellent communication skills, enabling them to foster relationships and gain support from various departments within the manufacturing facility as well as cross-functional teams to surpass compliance expectations.

Position Overview:

  • Expert in developing and sustaining a range of safety and environmental initiatives, policies, and procedures to guarantee all personnel adhere to local, state, and federal regulations, including OSHA and EPA standards.
  • Creating, executing, and overseeing a program aimed at minimizing workplace injuries and illnesses, which includes conducting area assessments, investigating incidents, and establishing clear, measurable objectives.
  • Improving working conditions by leveraging extensive knowledge of industrial processes, mechanics, chemistry, psychology, and safety standards, while developing loss control strategies and methods to assess safety progress.
  • Evaluating, sharing, and applying industry HSE best practices across various sites.
  • Establishing, executing, and maintaining all Environmental and Safety Management systems in line with ISO 14001/ISO 18001, reporting performance to senior management, and suggesting enhancements.
  • Acting as the liaison between local, state, and federal regulatory bodies, corporate representatives, and insurance carriers to ensure plant compliance.
  • Overseeing the plant's environmental and OSHA regulatory reporting and documentation requirements.
  • Formulating and managing budgets for HSE initiatives, including consulting, testing, waste management, safety equipment, and recognition programs.
  • Leading investigations into environmental and safety non-compliance issues, as well as root cause incidents, while providing prompt responses to operational challenges.
  • Facilitating the implementation of team-driven problem-solving approaches.
  • Conducting site audits to assess the plant's adherence to environmental regulations and identifying areas for improvement.
  • Implementing environmental solutions and driving modifications in manufacturing processes that lead to a reduction in waste.
  • Managing workers' compensation claims effectively.
  • Conducting training sessions on safety, HSE, and awareness programs.
Qualifications and Experience:

Health and Safety Proficiency:
  • Solid understanding of behavior-based safety principles, preferably DuPont STOP.
  • Knowledge of chemical hazard communication.
  • Experience in contractor safety management.
  • Expertise in confined space entry protocols.
  • Familiarity with electrical safety standards.
  • Competence in emergency response planning.
  • Understanding of ergonomics principles.
  • Knowledge of fall protection measures.
  • Expertise in hazardous energy control - Lock Out/Tag Out procedures.
  • Familiarity with hearing conservation practices.
  • Experience in incident investigation techniques.
  • Knowledge of indoor air quality and industrial hygiene.
  • Experience in injury reporting and analysis.
  • Competence in job hazard analysis and risk assessments.
  • Understanding of machine guarding requirements.
  • Knowledge of personal protective equipment standards.
  • Experience with powered industrial vehicles.
  • Familiarity with safety programs and OSHA compliance.
Environmental Expertise:
  • Knowledge of sustainable processes and recycling initiatives.
  • Experience in solid and hazardous waste management.
  • Familiarity with wastewater and stormwater management, permitting, compliance, and controls.
  • Understanding of air emission management, permitting, compliance, and controls.
  • Knowledge of pollution prevention and resource conservation strategies.
Requirements:
  • Bachelor's degree in Environmental Engineering, Occupational Health and Safety, Industrial Engineering, or a related field is required.
  • A minimum of 5 years of HSE experience in the manufacturing sector is required.
  • At least 2 years of experience managing Plant/Production/HSE programs and personnel.
  • Demonstrated success in developing and implementing HSE compliance and improvement strategies.
  • In-depth knowledge of US federal and state regulations regarding occupational safety and health and environmental standards.
  • Strong communication and presentation skills.
