Job Summary

We are seeking a highly skilled and experienced Chief Administrative Officer to join our team at the Newark Housing Authority. The successful candidate will be responsible for planning, supervising, and coordinating various administrative services that support the primary functions and objectives of the Authority.

Key Responsibilities
  • Lead the development and implementation of strategic plans to ensure the Authority's vision, mission, goals, and objectives are met.
  • Coordinate with Authority Chiefs to ensure compliance and continuous performance monitoring of programs, and compile performance reports for submission to the Executive Director.
  • Supervise the operation of business and supportive units, develop work programs and procedures, and provide guidance to individuals and unit heads.
  • Oversee NHA policies, collaborate with internal and external stakeholders, and ensure effective communication practices.
  • Appraise operating systems, provide advice, and implement administrative improvements as needed.
  • Prepare reports containing findings, conclusions, and recommendations.
  • Work closely with the Executive Director and Deputy Executive Director to analyze development projects, manage property portfolios, and recommend course-corrective actions.
  • Maintain compliance with Federal, State, and Local rules and regulations.
  • Supervise consultants and service providers, and promote good relationships with neighborhood groups and agencies.
Requirements
  • Master's degree in business administration, public administration, project management, compliance, or related field.
  • Seven years of progressive senior-level experience at a Public Housing Authority or related entity.
  • Ability to read, analyze, and interpret business periodicals, professional journals, technical journals, or governmental regulations.
  • Ability to write speeches and articles for publication, and effectively present information to groups.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
