Position Overview:

The Motor Carrier Services (MCS) Enforcement Officers play a crucial role in overseeing the regulation of both international and domestic commercial and agricultural motor carrier operations. Their primary responsibility is to enforce various commercial motor carrier regulations at designated locations throughout the state. MCS Enforcement Officers operate independently or collaboratively with fellow officers in both urban and rural settings. They possess full authority to make decisions regarding a broad spectrum of regulatory and enforcement matters, including vehicle size and weight compliance, licensing, fuel tax obligations, hazardous materials transport regulations, and overall safety for vehicles, operators, and cargo. The paramount focus of MCS Enforcement is ensuring the safety of the public and safeguarding the state's infrastructure.

Compensation: The salary for this role includes a scheduled hourly pay increase.

Training Requirements:
Newly appointed MCS Officers will undergo the following training program. Some travel may be necessary, with the Department of Transportation providing lodging, per diem, and transportation for all training activities. The starting pay for new officers is competitive.

• 14 Phase Field Training Officer (FTO) Training – Acquiring foundational knowledge of MCS and its law enforcement functions.

• Montana Law Enforcement Academy (MLEA) Basic Law Enforcement Officer Training - 12 Weeks. All expenses, including meals, lodging, uniforms, and equipment, are covered by MCS & MLEA.

• Commercial Vehicle Safety Alliance (CVSA) Inspector Training
* Part A – 1 Week, focusing on Commercial Driver Inspection
* Part B – 1 Week, focusing on Commercial Motor Vehicle Inspection
* General Hazardous Materials – 1 Week
* Hazardous Materials, Bulk Packages – 1 Week
* Hazardous Materials, Other Bulk Packages – 1 Week

The initial training period may take between 1 to 1.5 years to complete, after which officers become eligible for advancement within the MCS Career Ladder and corresponding pay increases.

Minimum Qualifications:

• Must be at least 18 years old.

• Must be a U.S. citizen.

• High School Diploma is required.

• A valid driver's license is mandatory.

• Must be a resident of Montana at the time of appointment.

• Lateral candidates must possess a current Law Enforcement Officer Basic (LEOB) certificate from Montana or another state issued within the last five years.

• Applicants with felony convictions that could lead to imprisonment in a federal or state facility are disqualified.

Additional Requirements: Knowledge, Skills & Abilities:

• Must demonstrate good moral character and maintain sound physical and mental health.

• Effective communication skills, both verbal and written, are essential.

• Adherence to the public safety officers' code of ethics is required.

• Reliability and dependability in fulfilling job responsibilities are crucial.

Entry-level candidates are those who have not completed the MLEA Basic Law Enforcement Officer Course in Montana and/or lack prior law enforcement experience.

Lateral candidates are those who meet one of the following criteria:

• Have graduated from the Montana Law Enforcement Academy (MLEA) Law Enforcement Officer Basic Course within the last five years OR

• Hold a current Basic Law Enforcement POST Certificate (from Montana or another state) AND have been employed in a full-time sworn peace officer role within the last five years.

Testing Requirements:
Entry-level candidates must successfully complete the following assessments:

• POST, Standards & Associates National Police Officer Selection Test.

• Montana Physical Abilities Test (MPAT) to assess physical fitness.

Selection Process:

• Oral Interview – Candidates must participate in a structured behavioral-based interview.

• Comprehensive Background Check

• Fingerprint and name-based criminal history review.

• Drug and Alcohol testing

• Psychological and physical evaluations.
