Position Overview

The Office of Contracts, led by the Agency Chief Contracting Officer (ACCO), is tasked with overseeing procurement operations for the Agency. This office is responsible for acquiring both client services and a diverse array of goods and non-client services, ensuring adherence to the New York City Charter and the City’s Procurement Policy Board (PPB) Rules, along with the guidelines set forth by the Mayor's Office of Contracts (MOCS) and the Office of Management and Budget (OMB).

Role Summary

Under the general supervision of the Director of Vendor Compliance and Relations, the Procurement Liaison plays a crucial role in utilizing research and analysis from credible sources. This position involves monitoring prime vendors, subcontractors, and clients of contracted vendors participating in the Minority/Women-Owned Business Enterprises (M/WBEs) program to ensure compliance with the contractual obligations of City, State, and Federal funded contracts.

Key Responsibilities

  1. Review and oversee the analysis and compilation of contract details from various systems, including the Procurement Tracking System (PTS) and the Financial Management System (FMS), to prepare comprehensive reports as requested by program areas and executive teams.
  2. Facilitate the planning and execution of the Agency’s M/WBE diversity initiatives, including vendor outreach plans and the development of the DSS Utilization Plan.
  3. Prepare written responses to inquiries regarding M/WBE vendor compliance from various stakeholders, ensuring thorough and accurate communication.
  4. Liaise with DSS/HRA/DHS Program Areas and potential vendors to gather and analyze necessary information to resolve any reported issues or complaints.
  5. Oversee the research and analysis activities of the Office of Contracts M/WBE Liaisons, ensuring timely and accurate reporting on vendor assessments.
  6. Develop and recommend corrective action plans for contracted vendors as necessary, ensuring compliance with applicable laws and regulations.
  7. Provide training on the Agency’s M/WBE policies and initiatives to both new and existing staff, ensuring they are informed of updates and changes.
  8. Assist in organizing meetings and informational sessions for vendors, ensuring all necessary materials are prepared and available.
  9. Conduct research for Freedom of Information Law (FOIL) requests as assigned.

Qualifications

1. A bachelor’s degree from an accredited institution and six months of relevant professional experience in procurement or contract management; or

2. An associate degree or completion of 60 semester credits from an accredited college, accompanied by 18 months of relevant professional experience; or

3. A high school diploma or equivalent, with two and a half years of relevant professional experience; or

4. A combination of education and experience equivalent to the above.

Special Notes

Eligibility for placement in higher assignment levels requires additional years of experience and/or supervisory roles as outlined in the qualifications.
