Our client is seeking a skilled Purchasing Agent to enhance their procurement operations. This position is a full-time, Temp to Hire opportunity.

Key Responsibilities:
- Implement and oversee the procurement activities in accordance with the Authority's Purchasing Policies and Procedures.
- Recommend updates to the Authority's Purchasing Policies and Procedures to align with current State legislation and industry best practices.
- Establish a robust system for evaluating vendor proposals, ensuring the application of effective negotiation and purchasing strategies to secure quality products and services at competitive prices.
- Draft and distribute purchase orders and amendments, ensuring compliance with the Authority's Purchasing Policies and relevant state regulations.
- Manage the solicitation process for bids, proposals, and quotations, including the negotiation of complex agreements for equipment, supplies, and services.
- Collaborate with various internal departments to assess and fulfill procurement requirements.
- Maintain comprehensive and accurate records of procurement transactions and contracts.
- Uphold transparency and integrity in all purchasing activities, adhering to the State Conflicts of Interest Law and Uniform Code of Ethics.
- Oversee the procurement of large or intricate items and manage the auction of surplus Authority property.
- Coordinate with the Law Department to ensure adherence to applicable laws and regulations.
- Perform additional related duties as assigned.
Qualifications and Requirements:
- Current Qualified Purchasing Agent (QPA) certification is preferred but not mandatory.
- A Bachelor's degree from an accredited institution along with 5 years of relevant experience, or an equivalent combination of education and experience.
- In-depth knowledge of New Jersey state purchasing policies and procedures is essential; experience with an independent authority or similar governmental entity is a plus.
- Strong understanding of material work planning and methods engineering processes.
- Proven ability to negotiate favorable vendor terms, pricing, and delivery schedules.
- Demonstrated capacity to make independent decisions and provide informed recommendations.
- Ability to foster effective working relationships with government officials, department heads, and the public.
- Exemplary professionalism with strong communication and interpersonal skills.
- Capability to work autonomously while managing multiple complex priorities.
- Proficiency in computer applications, particularly the Microsoft Office suite.
- Commitment to compliance with all Authority policies and relevant laws and regulations.
- Ability to adapt to rapidly changing priorities and responsibilities.
