Job Summary: We are seeking a highly skilled Human Resources Specialist 1 to join our team at the New York State Department of Health. As a key member of our HR team, you will provide a full range of personnel management services to our programs, including staffing and recruitment, position classification, examination planning, and management of employee probation and leaves of absence.

Key Responsibilities:

  • Act as a business partner to our Department's programs, providing technical assistance in the administration and interpretation of Civil Service Law, Rule, and policy, as well as agency-specific policies and procedures.
  • Research and analyze documentation for a broad range of HR topics, identifying business process improvement opportunities and developing recommendations and rationale.
  • Represent DOH at job fairs and recruitment events across the state, promoting our Department's programs and services.
  • Collaborate with programs to develop and implement effective HR strategies, ensuring compliance with relevant laws and regulations.

Requirements:

  • Bachelor's degree and two years of professional human resources experience.
  • Strong service-oriented focus and collaboration skills, with the ability to work in a fast-paced environment with changing priorities and deadlines.
  • Strong written, interpersonal, and communication skills, with the ability to work successfully as part of a team and independently.
  • Strong attention to detail and computer skills, including experience with Microsoft Excel, Word, SharePoint, and Outlook.

Preferred Qualifications:

  • Master's degree in a related field or a Juris Doctor degree.
  • Experience with HR software and systems, including recruitment and talent management tools.
