Job Summary:

The Business Operations Manager Water Utility will be responsible for overseeing the administrative functions of the Water Utility Division, including billing, collection, credit management, and accounting activities. This role requires a high level of independence, initiative, and judgment, with a focus on ensuring accurate and timely completion of tasks.

Key Responsibilities:
  • Plan, organize, direct, and supervise the work of water utility business office functions and employees.
  • Responsible for generation of monthly billing, including the monthly billing file preparation.
  • Balance accounts receivable on a monthly basis.
  • Maintain the utility billing software, including updating customer master files for billing and mailing information.
  • Administer the software database.
  • Prepare agency billing for mailing.
  • Responsible for ACH file transfers and posting of information in billing software and posting of credit card payments.
  • Prepare delinquent billing.
  • Complete the preparation of Semi-annual bad debt write-offs.
  • Reconcile and prepare month-end accounting reports.
  • Prepare audit reports on a yearly basis and upon request of management.
  • Responsible for rate case implementation and maintain rate tables.
  • Develop goals, plans, and measurements for the identification and evaluation of water utility office needs and services.
  • Confer with division heads and other supervisory personnel to discuss, identify, and assess water utility office needs.
  • Identify the costs, timing, and other key issues involved in the expansion and improvement of the water utility office operations and activities.
  • Develop recommendations for expanding and enhancing the overall water utility office operations.
  • Participate in the preparation of the division budget and monitor division expenditures.
  • Direct, supervise, advise, motivate, counsel, train, prioritize, and evaluate the work and performance of division personnel.
  • Hire and recommend discipline and personnel actions for division personnel.
  • Revises policies and procedures to improve efficiency.
  • Speak to customers about problems and resolve difficult customer service situations.
  • Oversee proper processing of customer payment receipts.
  • Monitor payments and approve water shut-offs when necessary.
  • Maintain document filing, storage, and retrieval systems in accordance with established policies and procedures.
  • Maintain computerized information systems, including data entry and retrieval.
  • Administer departmental policies.
  • Prepare division budget estimates and other regular and special reports.
  • Supervise the development and maintenance of division costs and other records.
  • Requisition division supplies, materials, and equipment as needed.
  • Keep personnel, payroll, and operations records and prepare and submit reports to the Finance & Budget Director.
  • Attend meetings, conferences, and workshops as requested and authorized.
  • Perform related work as required.
Requirements:
  • Graduation from a college or university of recognized standing with a bachelor's degree in Accounting, Business Administration, or a closely related field.
  • Considerable experience in maintaining and using databases and computer software.
  • Considerable experience using Microsoft Office products, including Outlook, Excel, and Word.
  • Considerable experience in accounting and business practices.
  • Possession of a valid Driver's License issued by the State of Montana.
  • Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance.
