Job Title: Chief Human Resources Officer

Job Summary:

We are seeking a highly experienced and skilled Chief Human Resources Officer to lead our Human Resources Department and Employee Relations Office. The successful candidate will provide strategic leadership and direction for proactive district-wide human resources services and labor and employee relations, in accord with the District goals to achieve District, college, and department goals, objectives, and administrative unit outcomes.

Responsibilities:

* Serves as the Chief Negotiator representing the District in developing and negotiating collective bargaining agreements for academic and classified bargaining units.
* Oversees the District's grievance process, mediating employee grievances and directing disciplinary actions.
* Meets regularly with the Chancellor and Governing Board in closed sessions regarding legal settlements and litigation.
* Oversees, develops, and implements professional development programs for faculty, staff, and administrators.
* Coordinates activities with various departments to ensure hiring compliance with policies and guidelines.
* Develops and interprets policies and procedures for recruitment and retention of qualified faculty and staff.
* Directly supervises and evaluates the Associate Vice Chancellor of Human Resources and Senior Directors.
* Ensures effective communication methods are utilized in providing information about Human Resource programs.
* Coordinates preparation of reports to the Board of Trustees related to personnel recommendations.
* Designs and implements efforts to improve organizational effectiveness in alignment with the District's strategic mission.

Requirements:

* Possession of a Master's degree from an accredited institution in Human Resources, Public Administration, Business Administration, Organizational Management or a closely related field.
* Minimum of 5-7 years of increasingly responsible experience in administering employer-employee relations, including human resources functions.
* Knowledge and Abilities
* Knowledge of principles and practices of human resources management.
* Ability to effectively communicate orally and in writing.
* Desirable Qualifications
* Experienced as a Chief Negotiator and/or Chief Human Resources officer.
* Demonstrated extensive experience in collaboration with employee labor unions.
