Job Overview

Cockram Construction, a prominent player in the construction services sector with a legacy spanning over 150 years, is in search of a committed Project Controls Manager to enhance our operations in the United States. Our expertise lies in delivering exceptional services across high-tech and demanding industries, particularly within the Pharmaceutical/Bio-Tech and Themed/Attraction domains.

The Project Controls Manager will be responsible for upholding project controls protocols. This position necessitates a comprehensive grasp of cost management, project estimation, and proficiency in various facets of project controls, including accounting, forecasting, and reporting.

Key Responsibilities:

  • Oversee the Project Controls team focusing on cost-related functions.
  • Manage initial budgets, current budgets, forecasts, commitments, actual expenditures, changes, Earned Value metrics, productivity indices, and staffing plans.
  • Facilitate target value design to align design with cost objectives.
  • Establish and adhere to the Project Controls Plan encompassing Estimating, Funding, Procurement, and Cost Management.
  • Maintain project costs within the Cost Management Tool according to established guidelines.
  • Conduct reconciliations of cost data between local accounting systems and the project controls system.
  • Assist the Project Manager with cost reporting, forecasting, and contract negotiations.
  • Generate reports detailing actuals, variances, trends, and necessary re-forecasts.
  • Ensure effective Change Management throughout all project phases.
  • Develop and maintain comprehensive Cash flow and Commitment flow documentation.
  • Evaluate external costs and collaborate with internal stakeholders to produce internal cost estimates.
  • Engage in the value engineering process.
  • Assess change orders for their cost implications.
  • Conduct bid cost comparisons for proposal evaluation teams.
  • Provide insights on costs and schedule impacts related to identified project risks.
  • Review and validate the compliance of project invoices with contractual obligations.
  • Support the financial closure of projects.
  • Document and maintain historical cost data and lessons learned for future reference.

Required Skills:

  • Thorough understanding of cost management principles.
  • Experience with project estimation techniques.
  • Strong knowledge of procurement processes and contract management.
  • Familiarity with tools such as SAP, eBuilder, MS Project, or P6 is advantageous.
  • Demonstrated expertise in various aspects of project controls, accounting, estimating, planning/scheduling, and reporting.
  • Excellent interpersonal and teamwork abilities.
  • Strong organizational skills with the ability to prioritize tasks effectively.
  • A minimum of 5-10 years of experience in a related field or capital project management.
  • Experience in the Bio/Pharmaceutical sector is preferred but not mandatory.
