Job Title: Senior Technical Program Manager

We are seeking a highly skilled Senior Technical Program Manager to join our team at Outland Recruiting. This is a unique opportunity to lead technical project teams and drive the success of our clients.

Key Responsibilities:

  • Oversee daily operations of technical project teams, assign tasks, and monitor progress.
  • Provide senior-level technical guidance when necessary.
  • Ensure products and services meet government quality standards.
  • Staff the team with qualified technical resources to meet contract requirements.
  • Develop and maintain project management plans with key milestones and deliverables.
  • Execute communication, quality management, risk mitigation, and change management plans.
  • Define Key Performance Indicators (KPIs) with stakeholders, and ensure KPI metrics are collected, analyzed, and reported.
  • Oversee the operation and maintenance of Oracle BI, Tableau, and SAS Linux environments, ensuring compliance with Standard Operating Procedures (SOPs).
  • Facilitate issue triage, troubleshooting, and system improvement recommendations.
  • Ensure enhancements to business intelligence reporting follow the Software Development Lifecycle (SDLC).
  • Collaborate with the government on change management and risk escalation.
  • Gather and report performance metrics on a weekly, monthly, and quarterly basis.
  • Lead monthly progress reviews with the customer.

Requirements:

  • Bachelor's degree in Computer Science, Engineering, or a related technical field.
  • 15+ years of experience managing IT service delivery projects.
  • Proven experience managing large-scale data warehousing and analytics projects using Oracle BI and Oracle Relational Databases.
  • Proficiency in Tableau, PowerBI, and the SAS Linux Platform.
  • Experience migrating data and systems from on-premise environments to the cloud.
  • Must be authorized to work in the U.S. and able to obtain and maintain a security clearance.

Preferred Qualifications:

  • Currently cleared for Public Trust at tier 2 moderate level or higher.
  • Project Management Professional (PMP) or equivalent certification.
