San Francisco, California, United States Federal Reserve Bank Full time
Company
Federal Reserve Bank of San Francisco

We are the San Francisco Fed, dedicated public servants with a mission mandated by Congress to enhance the nation's monetary, financial, and payment systems, fostering a robust economy for all Americans. Our institution is deeply engaged with the community, striving to understand and serve the diverse populations of the Twelfth District. We value fresh perspectives and respect individuals for their contributions and identities. We create opportunities for learning and professional growth. By joining the SF Fed, you become part of a team united in its mission to promote an economy that benefits everyone.

The Supervision + Credit (S+C) division oversees the regulation and supervision of state member banks (SMBs), bank holding companies, savings and loan holding companies, financial holding companies, data service providers, trust companies, and foreign banking entities operating within the Twelfth District. The institutions we supervise vary widely in size and complexity, from small community organizations to some of the largest banking entities in the nation.

The Senior Risk Analyst position is integral to the S+C Community & Regional Institution Supervision (CRIS) team, responsible for formulating and implementing supervisory strategies for community banking organizations (those with consolidated assets below $10 billion) and the largest portfolio of regional banking organizations (those with consolidated assets between $10 billion and $100 billion). Senior Risk Analysts engage in supervisory activities for our portfolio of state member banks, bank holding companies, and non-bank subsidiaries. They lead complex examination events and may serve in a dedicated capacity for specific institutions, which includes assisting in the development and execution of supervisory strategies, ongoing monitoring, and leading targeted supervisory events. A key aspect of these roles is mentoring less experienced examiners, including those in the process of obtaining their commissions.

Key Responsibilities:
  • Serve as a subject matter expert for the CRIS portfolio institutions and associated risk areas or products, devising strategies across groups of institutions and horizontal risk areas.
  • Participate in examination/inspection teams, acting as examiner-in-charge (EIC) for examinations/inspections, and/or as a member of a dedicated supervisory team overseeing CRIS institutions, particularly those with elevated risk profiles and non-traditional activities.
  • Lead projects within an examination work cycle and/or act as EIC, which often involves scoping and organizing examination activities, developing supervisory plans, and overseeing work processes while coordinating assignments of junior staff, as well as finalizing examination reports and other deliverables.
  • Evaluate institutions from an enterprise-wide perspective, utilizing comprehensive knowledge to engage in risk management analysis across various operations, identifying emerging trends and potential impacts on financial institutions, and developing analytical processes to monitor risk.
  • Deliver findings and recommendations in both verbal and written formats to senior management and boards of directors, assisting junior staff in delivering complex and sensitive messages as needed, and leading meetings and presentations to internal and external stakeholders.
  • Maintain and strengthen relationships with supervisory personnel at the Board of Governors and other Reserve Banks, as well as with senior management and directors of supervised institutions, to ensure thorough evaluation and communication of complex supervisory issues.
  • Engage in formal training and mentorship programs for junior staff, providing performance feedback to management.
  • Lead Reserve Bank and System-level initiatives, contributing to projects and collaborating with staff from other Reserve Banks, the Board of Governors, and other regulatory agencies.
Qualifications:
  • A bachelor's degree is required; a major in business, economics, finance, accounting, or a related field is preferred.
  • Eight or more years of relevant experience in banking, financial services, banking supervision, or a combination of education and experience.
  • Knowledge of the banking industry and the supervision and regulation framework is essential, along with the ability to read and interpret financial information.
  • Ability to interpret supervisory ratings and enforcement records, as well as Federal Reserve System rules and regulations related to banking activities.
  • Effective verbal and written communication skills.
  • Proficiency in PC software products, including Word, Excel, and PowerPoint.
  • Travel is required and will vary based on the candidate's location.
  • Examiner commission issued by the Board of Governors of the Federal Reserve System or other federal banking agency is required for the Senior Risk Analyst role. If one does not maintain an examiner commission, one would be hired as a Senior Risk Specialist and enrollment in the Federal Reserve System's Consumer Compliance Examiner Commissioning Program will be required.
  • This position requires access to confidential supervisory information, which is limited to "Protected Individuals." Protected Individuals include U.S. citizens, U.S. nationals, and U.S. permanent residents who meet specific criteria.
