About the Role

We are seeking a highly skilled Health Policy Analyst II to join our team at the State of Maryland. As a key member of our Office of Provider Engagement and Regulation, you will play a critical role in addressing opioid and other prescription drug-related morbidity and mortality, as well as drug diversion.

Key Responsibilities
  • Evaluate, analyze, research, and develop policies, programs, services, and new initiatives to improve controlled dangerous substances prescribing and care of patients at risk of opioid use disorder or overdose.
  • Develop and manage programs in alignment with best and emerging practices to improve CDS prescribing and care of patients at risk of opioid use disorder or overdose.
  • Conduct research of factors affecting the use of and impacting specific health services.
  • Prepare reports summarizing the results of research.
  • Design and implement surveys and other data collection methods for program evaluation.
  • Analyze and develop recommendations regarding activities governed by health policy and regulation.
Requirements
  • A Bachelor's degree from an accredited college or university.
  • Two years of experience evaluating, analyzing, researching, and developing health care services, policies, and programs.
  • Experience and knowledge of public health (overdose prevention, opioid prescribing, or interventions targeting healthcare providers).
  • Experience with project management (developing project timelines and plans, creating and maintaining project metrics tracking mechanisms).
  • Experience with program evaluation and reporting (evaluating efficiency of operations, developing, revising, and recommending new policies, creating and maintaining program SOPs).
  • Experience with organizing, implementing, and administering healthcare provider communication.
  • Experience with tracking state-level legislative and regulatory changes.
Preferred Qualifications
  • Experience with project management software (e.g., Smartsheet).
