Job Summary

We are seeking a highly skilled Policy Analyst to join our team at MELE Associates, Inc. as a key member of our Part 810 Program. The successful candidate will be responsible for leading the program's software portfolio, ensuring export control and nonproliferation considerations are applied to transfers of software.

Key Responsibilities
  • Regulatory Compliance: Support the implementation of 10 CFR Part 810 by reviewing authorization requests, participating in briefings and outreach with the civil industry, and collaborating with subject matter experts.
  • Stakeholder Engagement: Lead engagement with stakeholders within the Department of Energy and interagency to ensure coordination on relevant policies and procedures related to the regulation of software.
  • Policy Development: Assist with formulating policy positions related to the regulation of software.
  • Interagency Coordination: Represent Part 810 equities in broad interagency policy discussions and written products.
  • FOIA Reviews: Conduct Freedom of Information Act (FOIA) reviews to support requests relevant to the program.
  • Documentation and Knowledge Management: Coordinate, consolidate, and integrate input from technical and subject matter experts into clear and balanced documentation and policies to support programmatic decision-making.
  • Program Support: Support the development and maintenance of program knowledge retention and documentation processes.
  • Research and Analysis: Conduct independent research, obtain information from various sources, and engage partners as needed to develop innovative solutions to complex challenges.
Requirements
  • Education: Master's Degree in a relevant subject matter or 5 years of relevant work experience.
  • Communication Skills: Strong written communication skills and attention to detail.
  • Organizational Skills: Excellent organizational skills and ability to multitask.
  • Prior Experience: Prior experience formulating policy recommendations.
  • Interest in National Security: Strong interest in national security and nonproliferation.
  • Clearance: Q-clearance or ability to acquire a Q clearance.
  • Access Authorization: Sensitive Compartmental Information access authorization or the ability to acquire it.
  • Work Arrangement: Full-time position with a combination of telework/in office.
Desired Qualifications
  • Advanced Education: PhD in a relevant subject matter or 7 years of relevant work experience.
  • Software Familiarity: Familiarity with a variety of modeling software.
  • Regulatory Experience: Prior experience within the Department of Energy complex.
  • Export Control Experience: Prior regulatory and/or export control experience.
  • FOIA Review Experience: Prior experience conducting FOIA reviews.
Location

This is a full-time onsite position in Washington, DC 20024, USA.

  • Telework options are available with a requirement to be in the office at least three days a week, based on the level of in-person meetings and office needs.
