Duty To Serve (DTS) Branch


The Duty to Serve (DTS) team oversees and actively participates in all aspects of the development and approval of Underserved Markets Plans which focus on the rural housing market, manufactured housing market, and affordable housing preservation housing market; participates in all aspects of the development and issuance of DTS evaluation guidance, performance and the process for determination of ratings.

Monitors, tracks and reports on the DTS Program's progress to management.

Major Duties & Responsibilities

The Senior Policy Analyst will perform the following duties to support the Duty To Serve Branch:
Drafts regulations and policies governing the performance of the GSEs housing goals requirements. Contributes to policy and quantitative analysis efforts affecting the GSEs affordable housing mission requirements.
Performs policy analysis of proposed legislation, existing statutes, Congressional testimony, and Enterprises reports. Ensures recommendations to the Associate Director are thorough, accurate, and timely.
Conducts monitoring, advising, and developing policies and guidance related to the Enterprises' public purposes, especially but not limited to their regulatory and statutory requirements
Interprets the impact of policies and programs on housing mission. In the course of these interpretations, conducts complex analyses of policy and programs to identify and formulate specific options.

Provides advice verbally or through issue or option papers that reveal the pros, cons, and risks of varying options.

The issues analyzed are sensitive, controversial, and require prompt and effective action.

Prepares policy and issue papers, research papers, briefings, reports, and memos for the office and agency directors, senior staff, and other external audiences.

Monitors and keeps abreast of developments in the regulation of financial institutions and the mortgage industry to remain current in these areas of expertise through participation in meetings, seminars, and conferences.

Establishes policies and regulations, as required by the Enterprises' charters to support the mortgage market.

Performs outreach activities to inform, consult, and advise Congress, federal agencies, mortgage industry participants and related trade associations, community advocacy organizations, and the general public regarding the Enterprises' housing finance activities and programs.

Participates in outreach activities to housing finance experts, advocacy groups, trade associations, investors, and other stakeholders through meetings, conferences, symposiums, and forums to support policy development for the Enterprises.

Works on special projects and helps coordinate within the FHFA and/or with the Enterprises, as appropriate. Develops presentation materials for such projects and is responsible for the accuracy of presentation materials. Maintains sufficient documentation to verify any analysis included in the materials and to reproduce the analysis, if required.

Supports the views of the Office, Division and FHFA on inter-office, intra-office and inter-agency working groups and task forces.

Represents the views of the Office, Division and FHFA on inter-office, intra-office and inter-agency working groups and task forces.

Represents the views of the Senior Associate Director and Office in a professional manner and is responsible for understanding these views prior to participating in these groups.

Responsible for preparing follow-up reports as a member of these groups.
Contributes to resolution of written and telephonic inquiries regarding housing finance programmatic and policy issues.

Keeps abreast of developments in housing finance by monitoring real estate finance and marketing, and affordable housing trends and legislative developments.

Applies information gathered in daily work assignments, as input for program modifications as appropriate.

Ensures the timely development, production, and accuracy of management reports on the housing finance activities of the Enterprises, as appropriate.

Performs other duties as assigned.
