Position Overview

Role Summary:

Network Designs Inc. is in search of a skilled Program Manager to oversee the delivery of IT services for a government client. This role involves managing both IT Operations and a diverse range of projects to ensure alignment with the client's business objectives. The Program Manager will be responsible for the overall scope, timeline, and financial aspects of the program.

Key Responsibilities:

  • Develop and uphold a Project Governance Framework that encompasses project prioritization, resource allocation, information management, and communication strategies.
  • Engage with the client to comprehend their strategic vision and desired outcomes. The Program Manager will track the progress of multiple projects to ensure alignment with these objectives.
  • Create and manage the program budget, ensuring all projects adhere to financial constraints while monitoring overall program costs.
  • Generate management reports on a regular basis (weekly, monthly, quarterly).
  • Compile comprehensive reports detailing program health, milestones, deliverables, financial status, and potential risks.
  • Design evaluation frameworks to assess program strengths and identify areas for enhancement.
  • Collaborate with Human Resources, Contracts, Finance, and account management to address personnel matters, contract modifications, budget considerations, and client feedback.
  • Establish standards and procedures for project managers and their teams to ensure successful project delivery.
  • Coordinate activities across various projects to guarantee successful outcomes, assisting project managers in addressing risks and challenges.
  • Organize and present quarterly program management reports to leadership, covering program health, milestones, deliverables, financials, and risks.
  • Conduct annual performance evaluations for managers within the program.
  • Facilitate information exchange and collaboration among project managers.
  • Lead the recruitment for essential roles to support the program's needs.
  • Manage personnel transitions, including requirements, hiring, and terminations.
  • Participate in business development and proposal initiatives as necessary.

Qualifications:

  • Bachelor's Degree is required; an advanced degree is preferred.
  • A minimum of 7 years of experience in Government Contracting (GOVCON).
  • Project Management Professional (PMP) certification is mandatory; Program Management Professional (PGMP) certification is preferred.
  • Eligibility for Public Trust clearance is required.
  • Demonstrated leadership and management capabilities.
  • Proficient in scheduling and task management; skilled in Microsoft Office Suite (Excel, PowerPoint, etc.).
  • Strong conflict resolution and problem-solving abilities, along with risk management expertise.
  • Experience in utilizing data and metrics for performance improvement.
  • Familiarity with Agile development methodologies.
  • Excellent written and verbal communication skills, along with budgeting and cost control proficiency.

Requirements:

  • U.S. Citizenship is required.
  • Candidates must be able to obtain Public Trust clearance.
  • This position operates in a hybrid model (remote/onsite) and will necessitate onsite work at least once a week.
