Job Overview

The Program Management Specialist (PMS) is tasked with the comprehensive management and supervision of all operations executed by contractor personnel, including subcontractors, to fulfill the stipulations outlined in the Performance Work Statement (PWS). The PMS is accountable for the planning, execution, and assessment of projects within established timelines and budgetary constraints, while also building and leading project teams, reporting to project stakeholders, and ensuring quality assurance throughout the project lifecycle.

The PMS acts as a champion for the Client Server Software Solutions Program from the initial design phase through to project completion. The PMS will oversee the performance of all assigned contractor personnel for each project. Together with the leadership of the Client Server Software Solutions PMO, the PMS will ensure that all contractor personnel involved in the project are well-versed in the contract stipulations, terms and conditions, deliverables, and scheduling requirements.

Key Responsibilities

  • Conducting, planning, and facilitating meetings for multiple projects and task orders.
  • Overseeing contractor performance across technical, contractual, and administrative functions.
  • Managing and supervising contractor personnel across all facets of the contract.
  • Organizing and delegating responsibilities to team members, ensuring successful completion of tasks.
  • Creating project plans to meet performance-based objectives, enhancing implementation, systems, and services.

Qualifications

Education: Bachelor’s degree (B.S. or B.A) with a minimum of ten (10) years of relevant experience.

Minimum Experience Required: Significant work experience with the Department of Defense (DoD) or the Intelligence Community (IC).

Preferred Experience: None specified.

Certifications: Project Management Professional (PMP) certification is preferred but not mandatory.

Security Clearance: This role necessitates a TOP SECRET clearance/Sensitive Compartmented Information (SCI) eligibility along with a Counterintelligence (CI) Polygraph.
