Position Overview

The City of New York's Department of Environmental Protection (DEP) is dedicated to enhancing the environment and safeguarding public health for all residents by delivering 1.1 billion gallons of premium drinking water, managing wastewater and stormwater, and mitigating air, noise, and hazardous materials pollution. As the largest combined municipal water and wastewater utility in the nation, DEP employs nearly 6,000 professionals. The water supply system comprises 19 reservoirs and 3 controlled lakes across a 2,000 square mile watershed extending 125 miles north and west of the City.

About the Bureau of Engineering Design & Construction

The Bureau of Engineering Design & Construction (BEDC) manages a portfolio of capital projects valued at $23.8 billion, with an additional $10.5 billion projected over the next decade. The projects undertaken by BEDC enable DEP to maintain an exemplary water supply system.

Role Responsibilities

The Wastewater Capital Program (WWCP) team is responsible for overseeing the design and construction of all major capital projects for the Bureau of Wastewater Treatment (BWT). Current initiatives focus on sustainability, resilience, and essential upgrades, including main sewage pump system enhancements, solids handling facility improvements, power system upgrades, combined sewer overflow abatement projects, and pump station rehabilitation.

We are seeking a qualified individual to serve as the Deputy Portfolio Manager (PM) within the Wastewater Capital Program in Queens, NY. The Deputy Portfolio Manager will assist the PM in managing a diverse portfolio of in-City Wastewater Capital Program projects, which may include wastewater pump station rehabilitation, Gowanus Canal Superfund CSO Facilities design and construction, and various state of good repair upgrades at Wastewater Resource Recovery Facilities (WRRFs).

A typical portfolio encompasses a dozen large-scale capital projects at various stages of planning, design, and construction, with a total value exceeding $1 billion. The Deputy PM will oversee assigned projects while also supervising Assistant Managers (AM) managing projects within the same program or project groups. Project assignments may shift as projects are completed or initiated, with typical tasks involving time-sensitive work on consent orders, structural enhancements, and upgrades to main sewage pumping, power distribution, solids handling, and process systems at WRRFs.

Key Duties

The Deputy PM will guide the planning, design, and construction of significant capital projects, ensuring that DEP meets its wastewater treatment obligations. Responsibilities include:

  • Achieving project goals and milestones while ensuring compliance with scope of work.
  • Supporting the preparation, negotiation, and processing of modifications to Consultant Contract scope, cost, and schedule.
  • Incorporating Environmental Health & Safety considerations throughout the project lifecycle.
  • Ensuring effective client service to operating bureaus.
  • Implementing project delivery procedures and coordinating with bureau support divisions.
  • Monitoring key performance indicators related to Scope, Schedule, Budget, and other project metrics.

The Deputy PM will oversee the delivery of a major program or group of projects within the portfolio and may act as the Portfolio Manager in their absence. The role involves participation in bureau-wide initiatives and programs, supporting issue resolution within the portfolio, and ensuring effective communication and coordination.

Qualifications

Applicants should possess a minimum of six years of full-time experience in construction management on capital projects, with at least eighteen months in a managerial or consultative capacity. A combination of education and experience is required, including:

  • Experience in construction inspection on capital projects.
  • Experience as a journeyperson in skilled building construction trades.
  • Education leading to a bachelor's degree in relevant engineering fields.
  • Possession of a valid Motor Vehicle Driver License in the State of New York.
