Departmental Responsibilities

The Bureau of Engineering Design & Construction (BEDC) manages a substantial portfolio of capital projects, currently valued at $23.8 billion, with an additional $10.5 billion anticipated over the next decade. These projects are essential for maintaining and operating a superior water supply system.

Role of the Deputy Portfolio Manager

We are seeking an experienced Administrative Construction Project Manager M3 to assume the role of Deputy Portfolio Manager within the Wastewater Capital Program (WWCP) in Queens, NY. This position involves supporting the Portfolio Manager in overseeing a diverse array of in-City Wastewater Capital Program projects, including:

  • Rehabilitation of wastewater pump stations
  • Design and construction of Gowanus Canal Superfund CSO Facilities
  • State of good repair upgrades at various Wastewater Resource Recovery Facilities (WRRFs)

A typical portfolio encompasses multiple large-scale capital projects at various stages of development, with a combined value exceeding $1 billion. The Deputy Portfolio Manager will be responsible for managing assigned projects while supervising Assistant Managers who are also involved in the same program or project groups.

Key Responsibilities

The Deputy Portfolio Manager will:

  • Oversee the planning, design, and construction of significant capital projects that align with DEP's wastewater treatment objectives.
  • Ensure that project goals and milestones are met, maintaining compliance with all prepared schedules, reports, and work products.
  • Assist in the preparation, negotiation, and processing of modifications to Consultant Contracts regarding scope, cost, and schedule.
  • Integrate Environmental Health & Safety considerations throughout the project lifecycle while prioritizing client service.
  • Implement project delivery procedures and coordinate with various bureau support divisions.
  • Monitor key performance indicators related to Scope, Schedule, Budget, and other project metrics.

Qualifications

The ideal candidate will possess:

  • A minimum of six years of relevant experience in construction management on capital projects, with at least eighteen months in a managerial capacity.
  • Experience in overseeing capital project delivery specifically related to wastewater projects.
  • Strong technical skills, effective communication abilities, and proficiency in project management software.
  • A background in engineering design and construction industry standards.
