Key Responsibilities:
  • Establish and uphold comprehensive financial management systems.
  • Collaborate with management, technical teams, and contractors to synchronize financial strategies with program goals.
  • Guarantee precise financial reporting through research, compilation, verification, and summarization of program and financial data, including conducting Reviews (BMRs), ensuring Cost Accumulation Policy (CAP) compliance, and maintaining GEAC.
  • Assess program requirements and expenditure plans for precision and thoroughness.
  • Analyze program performance and propose resource allocations.
  • Assist in the formulation of the President's budget submission for large-scale acquisition initiatives.
  • Examine trends and developments in planning, programming, budgeting, and execution processes to identify inconsistencies that may affect financial outcomes.
  • Develop a solid understanding of financial policies, regulations, procedural guidelines, and strategic issues to evaluate their impact on financial management.
  • Input budgetary data into various Agency financial systems and create reports using Microsoft applications.
  • Provide Earned Value Management (EVM) analysis and other quantitative assessments to support recommendations to senior management.
Required Qualifications:
  • Bachelor's degree in a technical or business-related field. Relevant experience may substitute for a degree.
  • A minimum of 12 years of pertinent experience.
  • Experience with IC and/or DoD is preferred.
  • Proficiency in Microsoft Office, particularly PowerPoint and Excel (including pivot tables and macros).
