Position Overview
The incumbent serves as a key legal advisor to Army litigation attorneys engaged in eDiscovery activities. This role involves providing expert guidance to personnel within the U.S. Army Legal Services (USALSA) and field units regarding eDiscovery protocols and challenges.

Key Responsibilities
- Oversee the implementation of eDiscovery policies and practices within the Army to improve the agency's eDiscovery capabilities.
- Offer legal and policy advice on eDiscovery-related inquiries and propose recommendations for rules, policies, legislation, and regulations.
- Develop and execute a comprehensive training strategy aimed at enhancing eDiscovery and document management practices across the Army.
- Create and deliver training materials for attorneys, paralegals, and support staff, focusing on technology utilization in eDiscovery, document management, case management, and litigation presentation tools.

Employment Conditions
- Appointment may require a suitability or fitness determination based on a background investigation.
- A two-year trial/probationary period may be necessary.
- The position mandates the ability to obtain and maintain a Secret security clearance for the duration of employment.
- Active bar membership in good standing is required from the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
- The role may involve Temporary Duty or business travel, not exceeding 25% of the time.

Knowledge, Skills, and Abilities (KSAs):
- Proficient in identifying and researching complex legal issues.
- Capable of providing legal, technical, and policy guidance effectively.
- Ability to manage a substantial caseload of clients with intricate legal needs professionally and ethically.

Minimum Qualification Requirements:
- A first professional law degree (LL.B. or J.D.) and active membership in the bar of the highest court of a State, U.S. territory, or the District of Columbia are required.
- Applicants must have graduated from an ABA-accredited law school at the time of graduation.

Bar Membership:
- Applicants must be a member in good standing of the bar of the highest court of a State, U.S. territory, or the District of Columbia.

Experience:
- Candidates for the GS-15 or equivalent Attorney positions must possess two years of professional legal experience post-admission to the bar, relevant to the position's duties.
- Graduation from an ABA-accredited law school in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of required experience.
