Position Overview
This role serves as a legal consultant to Army litigation attorneys engaged in eDiscovery processes. The incumbent will provide guidance to personnel within the U.S. Army Legal Services (USALSA) and field units regarding eDiscovery requirements and challenges.

Key Responsibilities
1. Supervise the Army's execution of eDiscovery policies and practices to improve the agency's management of eDiscovery.
2. Offer legal and policy advice on eDiscovery-related inquiries and propose recommendations for rules, policies, legislation, and regulations pertinent to eDiscovery.
3. Develop and implement a comprehensive training strategy for the agency to ensure effective eDiscovery and document management practices within the Army.
4. Create training materials and sessions for attorneys, paralegals, and support staff, focusing on technology utilization in eDiscovery, document management, case management, and litigation presentation tools.

Employment Conditions
Appointment may require a suitability or fitness determination based on a completed background investigation. A two-year trial/probationary period may be necessary.

This position mandates the ability to obtain and maintain eligibility for a Secret security clearance throughout employment. The incumbent must maintain active bar membership in good standing with the highest court of a State, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.

Applicants will be assessed to ensure they meet the minimum qualification criteria and the extent to which their application demonstrates the following knowledge, skills, and abilities (KSAs):

KSA's:
- Proficiency in identifying and researching complex legal issues.
- Expertise in providing legal, technical, and policy guidance.
- Capability to manage a substantial caseload of clients with intricate legal needs in a professional and ethical manner.

Qualification Requirements:
To be eligible for consideration, applicants must meet the following minimum qualification criteria:

Education:
Possession of a first professional law degree (LL.B. or J.D.) and active membership in the bar of the highest court of a State, U.S. territory, or the District of Columbia. Applicants must be graduates of law schools accredited by the American Bar Association at the time of graduation.

Bar Membership:
Applicants must currently hold membership in good standing with the bar of the highest court of a State, U.S. territory, or the District of Columbia. Proof of such membership must be included with application materials.

Experience:
In addition to the above requirements, applicants for the GS-15 or equivalent Attorney positions must possess two years of professional legal experience acquired after bar admission, relevant to the duties of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

Time in Grade:
Qualifying Authorities will determine the applicability of time in grade based on the position's requirements. If currently employed as an attorney by the Federal Government, the applicant must have completed one year at the next lower grade level within 30 days of the announcement's closing date or previously served at the same or higher grade level as the position being filled.
