Job Summary

The City of New York seeks a highly skilled and experienced Associate Commissioner for Grants and Fiscal Management to lead the agency's grants administration and fiscal affairs units. This key role will direct and manage all activities related to grants administration, fiscal management, and accounting for the agency's expenditures and receivables.

Key Responsibilities
  • Develop and implement short, medium, and long-range financial and grant funding strategies to support the agency's safety-focused culture and cost-effective operations.
  • Oversee all matters related to accounting for the agency's expenditures and receivables, ensuring compliance with applicable federal and state regulations and directives.
  • Collaborate with the Associate Commissioner for Budget and Capital Program Management, the Agency Chief Contracting Officer, and the Commissioner's Office to meet or exceed the Department's project delivery goals.
  • Manage the forecasting, programming, and tracking of federal and state funding from various entities, submitting grant applications, establishing grant agreements, and submitting reimbursement requests.
  • Coordinate with multiple City agencies and non-profit entities on all compliance issues and coordinate external audits.
Requirements
  • A master's degree from an accredited college in economics, finance, accounting, business, or public administration, or a Juris Doctor degree from an accredited law school.
  • Two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or fiscal or economic research, or in management or methods analysis, operations research, organizational research, or program evaluation.
  • Eighteen months of executive, managerial, administrative, or supervisory experience, including supervising staff performing professional work in the areas described above.
