We operate several job and career centers throughout Los Angeles County, offering comprehensive employment and training services to job seekers at no cost. Our Business Services team partners with local businesses to develop successful, scalable models promoting economic mobility and business development.


About the Role

The Business Services Representative will lead connections between businesses and qualified, motivated candidates through a comprehensive range of solutions, including hiring, subsidized wages, on-the-job training, and business tax credits. The primary function is to enable each participant to find employment and deliver motivational and educational workshops to economically disadvantaged participants.


Candidate will coach and assist clients in overcoming barriers to employment, assist with filling applications, preparing for interviews, conducting job search, and developing connections with the business community for job openings and matching uncovered job opportunities with clients' skills and qualifications.


Key Responsibilities

  • Update job resource center, job boards, and assist clients with the Internet-based job search. Monitor client's attendance and progress.
  • Lead a training class addressing the issues of preparing for and getting employment based on a curriculum developed for the program. Treat each participant with respect and sensitivity to their issues.
  • Meet weekly and monthly deadlines and goals, serve as a role model for clients, meet with program participants daily, contact employers and refer participants to jobs matched with their skills and aspirations, follow up with employers and collaborating agencies.
  • Perform administrative tasks, such as updating/creating trackers, preparing reports, and updating computerized data systems.
  • Initiate, maintain, and develop employer relationships with the purpose of placing AJCC clients in jobs.
  • Develops employment opportunities primarily through recruitment and working closely with Career Coaches in finding employment for job-ready clients.
  • May be responsible for developing and conducting group format workshops. Conduct cold calls per week to perspective employers. Communicate job leads to AJCC staff and partners, along with updating job board in centers. Conduct presentations to various groups/businesses as it pertains to job placement goals and partner agencies.
  • Will conduct, host, and lead virtual events, including job fairs, recruitments, Town Hall Meetings, Employer Roundtables, and other events using programs such as MS Teams, Zoom, and/or other virtual platforms. Recruitments must be delivered to the public and caseload weekly.
  • Will coach participants on interview skills, facilitate job readiness workshops, and assist clients in writing targeted resumes if needed.
  • Will facilitate prescreening sessions to interview job seekers on behalf of the employer, and those qualified will be referred to the employer. BSR will follow-up with employer to capture placement information.
  • Must maintain records and update case notes in the State database. Must meet contract goals for job placement, training completion, and job retention. All cold calls and outreaching activities must be entered into LauchPad to meet quarterly goals for business outreach performance measures.
  • Collaborate with County and partner agencies on regional efforts, such as the Job Service Network (JSN) Job Fair, Business Services Division (BSD) efforts, and regional collaborations. Regional collaborations include pre-apprenticeship cohort, and job fairs with focus on youth, homeless, and re-entry populations.
  • Will execute employer services, including pre-apprenticeships, On-the-Job Training (OJT), Incumbent Worker Training (IWT), and Employer Training Panel (ETP) to leverage resources for employer and programs.
  • Other duties assigned as needed for the efficient operation of the Center/Program. Must meet weekly, monthly, quarterly, and yearly program goals as set by Program Supervisor. Must attend any state, county, local, or company 4-month training or meetings.

Requirements

  • Demonstrated experience communicating effectively with stakeholders in written and oral form, including electronic media, using positive interpersonal skills.
  • Prior experience with dislocated workers and high-risk populations is helpful.
  • Skills in facilitating groups, writing resumes, and working with diverse populations are useful. Knowledge of CalJOBS and LaunchPad system is very helpful.
  • Requires the ability to understand labor market information and employer requirements.
  • Public speaking and presentations are required.
  • Must be highly organized, detail-oriented, and work within time restraints and deadlines. Work flexible hours, early morning, evenings, and weekends may be required.
  • Knowledge of WIOA common measures and requirement area plus. Proficient in Microsoft office products including Outlook, Work, Excel, and PowerPoint.
  • Must be assertive, friendly, and willing to work flexible hours to meet objectives and goals.

Education/Certification/Licensure

  • Minimum of 2-5 years of sales-related experience and Associate's degree is required. Two years' experience in Workforce Development or career counseling is preferred.
  • Experience in recruitment or staffing industry highly desired.
  • Strong interpersonal, organization, multitasking skills required. Critical thinking, self-motivation, and a high degree of integrity & ethics essential.
  • Ability to speak another language and understand another culture as if required by the program or local community. Ability to work with minimal supervision.
  • Non-profit experience preferred.

PHYSICAL DEMANDS

While performing the essential functions of this job, the incumbent must be able to do the following: stand for extended periods; sit for extended periods; bend and reach for filing and other job-related functions; climb up and down stairs; bend, stoop, and lift to move and retrieve materials; pull, push, and lift; reach both above and below shoulder height. Specific visual abilities include close vision, color vision, depth perception, and the ability to adjust focus. Must be able to visually inspect work. Manual dexterity to operate computer and other office equipment required. Travel to employer and client work sites is frequent. May be required to work some evenings and an occasional weekend day. Requires traveling to various business and other work sites as well.
