Job Overview:

The Senior Management Analyst plays a crucial role within the Mental Health Programs Planning and Policy (MHPPP) Unit, engaging in sophisticated organizational and policy evaluations with a high degree of autonomy and discretion.

Reporting directly to the MHPPP Director, this position is responsible for overseeing, strategizing, and directing the analysis of the public mental health framework in Texas, ensuring that initiatives and programs meet their intended goals, including the enhancement of performance.

This role is integral to the development of change management strategies and is key in improving the operational efficiency and effectiveness of mental health services across the state.

Key responsibilities encompass conducting organizational assessments, evaluating systems and procedures, streamlining workflows, and supervising the creation of operational manuals.

The Senior Management Analyst monitors performance metrics, collaborates with program specialists to extract actionable insights, and aids in optimizing programs through strategic performance enhancement methods.

Furthermore, this position oversees the unit's program specialists who focus on performance, accountability, planning, and the implementation of the Texas Resiliency and Recovery framework.

This role is vital in ensuring that mental health services are innovative, responsive, and aligned with the needs of Local Mental Health Authorities (LMHAs) and Local Behavioral Health Authorities (LBHAs) throughout Texas.


Key Responsibilities:
Manages a team dedicated to evaluating the performance of LMHAs and LBHAs:

  • Supervises a team that gathers and analyzes data related to workload, operational practices, staff utilization, organizational structure, and space utilization of LMHAs and LBHAs.

Utilizes data systems:

  • Guides the unit in leveraging data from reporting systems to conduct comprehensive analyses of LMHA and LBHA operations.

Monitors effectiveness and efficiency:

  • Directs the unit in assessing the effectiveness, efficiency, and compliance with established guidelines within LMHAs and LBHAs.
Provides leadership on improvement and quality assurance initiatives:

  • Collaborates with stakeholders, including LMHAs and LBHAs, to initiate studies, identify priorities, and define the scope of improvement projects.
  • Leads the unit in formulating improvement recommendations and informing potential corrective actions to enhance organizational systems within LMHAs and LBHAs.

Identifies improvement opportunities:

  • Guides the unit in analyzing historical, current, and projected data to pinpoint areas for enhancement within LMHAs and LBHAs.
  • Oversees the unit in evaluating data to determine necessary procedural or system modifications.

Analyzes legislative impacts:

  • Leads the unit in assessing the potential effects of new or proposed legislation on the operations and management of LMHAs and LBHAs, supporting other program areas in understanding these impacts.
Prepares detailed technical records and reports to present and interpret data, identify alternatives, and justify recommendations.

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of organizational development and utilization management practices as they pertain to the analysis, evaluation, development, and implementation of mental health programs, policies, and procedures.
  • Proficient in data analysis and interpretation of mental health policy.
  • Ability to analyze or evaluate issues; develop, recommend, or present alternative solutions; conduct or coordinate studies; interpret or implement policies and procedures; design programs or training; prepare concise reports; and communicate effectively.
  • Ability to supervise and oversee the work of others.
