Position Overview: Communications Security Specialist

We are in search of a skilled Communications Security (COMSEC) Specialist to become a vital member of our team at APL. This role is essential in ensuring secure communications for mission-critical programs.

As a COMSEC Specialist, you will collaborate with the APL COMSEC Account Manager to provide secure communication solutions. You will be part of a dedicated team of technical experts focused on a unified mission: safeguarding our Sponsor network systems and secure voice communications.

Key Responsibilities:

  • Oversee the APL COMSEC account in compliance with NSA/CSS Policy Manual 3-16 and other relevant U.S. Government regulations.
  • Implement and manage procedures to uphold mandatory government compliance and accountability standards for cryptographic materials.
  • Assist in the ordering, tracking, receiving, issuing, accounting for, safeguarding, and destruction of all COMSEC materials.
  • Conduct regular inspections, inventories, and audits of all COMSEC materials.
  • Work closely with program staff, equipment vendors, and government sponsors to manage the procurement of Controlled Cryptographic Items (CCI) ensuring adherence to supply chain security and NSA procedures.
  • Maintain compliance with all NSA and other government agencies' mandatory training requirements.
  • Stay informed on the use and employment of various Key Loading Devices (SKL, RASKSL), Secure Terminal Equipment (STE), and Viper phones.
  • Operate and maintain COMSEC accounting systems (DIAS) and key management systems (KMI).
  • Support compliance activities and assist the APL Facility Security Officer (FSO) during inspections by relevant security authorities.
  • Investigate, document, and report all COMSEC incidents to the appropriate government sponsoring agencies.

Qualifications:

You meet our minimum qualifications if you possess:

  • A Bachelor’s degree and 3 years of professional experience, or 5 years of relevant experience.
  • A minimum of 3 years of experience as a primary or alternate COMSEC custodian or COMSEC account manager / Electronic Key Management System (EKMS) account manager.
  • Experience with NSA COMSEC management policies and applicable CNSSI.
  • Familiarity with COMSEC account software, either DIAS or KMI.
  • Prior experience in handling classified cryptographic communications materials and devices, including Vipers, STE, SWT, TACLANEs, etc.
  • Experience in implementing a COMSEC program under the National Industrial Security Program Operating Manual (NISPOM).
  • An active Top Secret security clearance with the ability to obtain TS/SCI+poly level clearance.
  • A current DoD 8570 IAT level 1 certification.
  • Excellent written and verbal communication skills.
  • Knowledge of contractor COMSEC operations and security requirements.
  • Demonstrated experience in developing, automating, and streamlining processes and procedures.
  • Formal training in Key Management Infrastructure (KMI).

Preferred Qualifications:

You will exceed our minimum requirements if you have:

  • A current DoD 8570 IAT level 2 certification.
  • Completion of the NSA COMSEC Account Manager Training Course (IAEC).
  • Familiarity with APL practices and procedures.
  • Experience as a COMSEC or EKMS Custodian in a military environment.
