Position Overview:

Role Summary

The City of Roanoke, Virginia is in search of a dedicated Accountant to oversee and manage financial documentation, focusing on financial reporting, contractual obligations, and accounts receivable management. Key responsibilities encompass the compilation and analysis of financial data for the creation of intricate financial reports; preparation of journal entries, financial statements, and verification of financial information; as well as conducting reconciliations and generating written assessments of account variations and budget discrepancies. The ideal candidate will be adept at assembling statistical and accounting information upon request, supporting independent auditors as necessary, and assisting various departments with financial inquiries. Furthermore, they will be responsible for preparing budgetary or financial reports as required and providing guidance and support in the operational aspects of municipal government finance, including systematic collection efforts for overdue accounts.

A Bachelor's degree from an accredited institution in accounting or a related discipline is essential, along with three to five years of relevant experience in accounting, preferably within the public sector, or an equivalent combination of education and experience. Certification as a Public Accountant is highly desirable.

Key Responsibilities

PRIMARY DUTIES
The Accountant will be responsible for maintaining financial records with a primary focus on financial reporting, contracts, and asset accounting.

ESSENTIAL FUNCTIONS include, but are not limited to:

- Executing assigned accounting tasks in compliance with GAAP and relevant Federal and State regulations.
- Compiling and analyzing financial data for the preparation of detailed financial reports.
- Managing specialized databases and recommending improvements to departmental information management systems.
- Preparing journal entries, financial statements, and verifying the accuracy of financial data.
- Assisting independent auditors as required and providing financial information to other departments.
- Conducting reconciliations and preparing analyses of account fluctuations and budget variances.
- Generating budgetary and financial reports as needed.
- Offering oversight and assistance in the operational areas of municipal finance.
- Implementing systematic collection actions for overdue accounts.

Qualifications

EDUCATION and EXPERIENCE
A Bachelor's degree in accounting or a related field is required, along with three to five years of pertinent experience in accounting, ideally in the public sector, or a comparable combination of education and experience. Certification as a Public Accountant is preferred.

LANGUAGE and MATHEMATICAL SKILLS
The candidate must possess the ability to read, analyze, and interpret financial reports and governmental regulations. Effective communication skills, both verbal and written, are essential for interaction with management, public groups, and organizational employees. Proficiency in mathematical concepts such as probability, statistical inference, fractions, percentages, ratios, and proportions is required.
