Description

Overview of Responsibilities
In this pivotal role, the Senior Program Manager is tasked with orchestrating the operations of the Health & Human Services Agency's Division of Public Health Services, ensuring alignment with established policies and procedures.

Key Features of the Role
The Program Manager will report directly to the Agency Director, working collaboratively with Agency Managers and staff, as well as local and state partners, to foster stronger families and safer communities. This position encompasses a variety of administrative and management responsibilities, ensuring compliance with all applicable Federal and State laws, regulations, and guidelines. The Program Manager will also be instrumental in implementing division-level programs and policies, representing the agency in community planning, media interactions, and community relations initiatives as directed by the Agency Director.

Primary Duties and Responsibilities
  • Manage program areas effectively while maintaining fiscal accountability.
  • Ensure adherence to county, state, and federal regulations.
  • Oversee internal operations and act as a liaison with external agencies, focusing on policy enforcement and resource management.
  • Support the director in providing strategic leadership across all Social Services staff, facilitating organizational change.
  • Set the agency's tone and culture through exemplary leadership.
  • Supervise assigned staff and provide direct oversight to supervisors.
  • Act as the director's representative as needed.
  • Collaborate with managers on state agreements, improvement initiatives, and quality enhancement projects.
  • Assist in strategic and budget planning while effectively communicating with stakeholders.
  • Manage complex cases to ensure child safety and family unity, facilitating conflict resolution and action plan development.
  • Monitor compliance with state-mandated data tracking and reporting.
  • Make agency decisions in the director's absence.
  • Conduct staff training, supervision, and performance evaluations.
  • Participate in state meetings and training sessions, providing reports and developing program improvement plans.

Additional Responsibilities
  • Provide coaching and development support to enhance staff skills.
  • Collaborate with other Program Managers and community organizations to improve service delivery.

Performance Expectations
  • Ensure efficient delivery of social services, adhering to guidelines and regulations.
  • Perform additional duties as assigned.

Emergency Response
All team members may be required to assist during emergencies or disasters, including staffing shelters as necessary.

Knowledge, Skills, and Abilities
  • Understanding of social service principles.
  • Expertise in program planning and evaluation.
  • Familiarity with relevant statutes and regulations.
  • Awareness of the needs of vulnerable populations.
  • Effective employee supervision practices.
  • Basic budgeting knowledge.
  • Ability to assess community needs and recommend program enhancements.
  • Strong project management skills.

Qualifications
  • Bachelor's degree in Human Services, Social Work, or a related field required; Master's preferred.
  • 8-10 years of supervisory or management experience in social work or human services.
  • Valid driver's license and successful completion of background checks.
