Overview of Responsibilities
As a key leader within Polk County's Health & Human Services Agency, the Senior Program Manager is tasked with overseeing the Division of Public Health Services. This role involves strategic planning and operational management in alignment with the policies set forth by the Agency Board and its committees.

Key Features of the Role
The Program Manager reports directly to the Agency Director, working collaboratively with Agency Managers and staff, as well as local and state partners. The primary goal is to foster stronger families and safer communities. This position encompasses a variety of administrative and managerial responsibilities to ensure compliance with all applicable Federal and State laws, regulations, and guidelines. Additionally, the Program Manager plays a crucial role in implementing Division-level programs and policies while representing the Agency in community engagements and media relations.

Core Duties and Responsibilities
  • Manage program areas effectively while ensuring fiscal accountability.
  • Ensure adherence to county, state, and federal regulations.
  • Oversee internal operations and serve as a liaison with external agencies.
  • Support the director in providing strategic leadership across Social Services staff.
  • Model agency culture and values through exemplary leadership.
  • Supervise assigned staff and provide guidance as needed.
  • Act on behalf of the director as designated by relevant statutes.
  • Collaborate with managers on state agreements and quality improvement initiatives.
  • Assist in strategic and budget planning while engaging with stakeholders.
  • Facilitate case management for complex situations involving families.
  • Monitor compliance with state-mandated data reporting for assigned programs.
  • Make agency decisions in the director's absence.
  • Train and evaluate personnel while ensuring a healthy workforce.
  • Participate in state meetings and trainings, providing reports as necessary.
Perform related duties as required, including coaching and collaboration with other departments and organizations to enhance service delivery.Ensure effective social service delivery to the community, adhering to established guidelines and ethical standards.All team members may be required to assist during emergencies or disasters, prioritizing community needs over regular duties.
Qualifications and Skills
  • Bachelor's degree in Human Services, Social Work, or a related field; Master's degree preferred.
  • Eight to ten years of experience in social work or human services at a supervisory or management level.
  • Valid driver's license and successful completion of pre-employment screenings.
Physical Requirements
The ability to perform all duties associated with the position, including lifting, prolonged standing, and operating necessary tools and equipment.
