This Role

Offers expert technical guidance and leadership for comprehensive due diligence, investigation, remediation, impact assessment, permitting, enhancement, and construction of transit and rail infrastructure initiatives across both public and private sectors. Key responsibilities encompass the research, design, conceptual development, planning, and construction of rail and transit facilities, track systems and alignment geometry, grade crossings, bus rapid transit, tunnels, bridges, utility relocation, drainage, earthworks, grading, information modeling, maintenance of equipment (MOE), maintenance of way (MOW) yards, and power substations and cabling. Provides strategic advice to project managers and leaders that address present and future challenges, ensuring that documentation and recommendations effectively manage risk, foster innovation, and seize future-ready opportunities. Ensures that all responsibilities are executed with a quality standard that meets or surpasses industry benchmarks for design, safety, and functionality.

Your Contributions
  • Oversee the collection, compilation, and analysis of data from physical work sites, surveys, blueprints, GIS data, subsurface utility information, maps, hydrologic analysis, geotechnical data, and other matrices essential for project development, design, and construction.
  • Utilize advanced transit and rail engineering techniques to identify enhancements for various infrastructure project phases involving complex transportation engineering tasks, including concept development, preliminary design, final design, procurement, construction, and operation.
  • Conduct professional transit and rail engineering work, performing comprehensive investigations and inspections of proposed and existing site conditions, resources, facilities, utilities, transportation corridors, and operations to ensure compliance with applicable rules, standards, and permits.
  • Prepare construction plans, specifications, and cost estimates; develop construction safety and phasing plans, and update infrastructure layout plans requiring coordination with stakeholders, transit authorities, other disciplines, sub-consultants, and clients.
  • Lead the development and implementation of advanced technologies, monitoring devices, modeling techniques, design requirements, and operational strategies to ensure safety and functionality for end-users and transportation systems, while implementing future-ready solutions aligned with civil engineering design standards.
  • Collaborate as an individual or as part of a cross-functional team of engineers, planners, and scientific professionals to execute project work on multiple concurrent initiatives, assist with installations, establish reference points/elevations/grades to guide construction, calculate costs and quantities of materials/equipment/labor, and ensure project work adheres to specifications, permit applications, compliance documentation, and regulatory analyses.
  • Lead large-scale engineering projects, ensuring all contributors understand their responsibilities and timelines, prepare and oversee project budgets, monitor external factors, track hours and expenses, ensure satisfactory performance, and supervise subcontractors and team members.
  • Assist in the engineering review of permit applications, design plans and specifications, standby plans, and engineering contracts, ensuring compliance with state and federal regulations and sound engineering practices.
  • Engage with various public or private entities to discuss engineering and construction challenges and programs.
  • Ensure technical reports and presentations effectively communicate research, findings, and recommendations to address engineering, design, and construction issues or opportunities.
  • Develop a client base for high-level transit and rail engineering services, identifying additional business development opportunities.
  • Mentor team members to support their professional growth and development.
  • Stay updated on the latest transit and rail engineering techniques and practices.
  • Collaborate with professionals from diverse disciplines, other engineers, planners, and infrastructure authorities on federally, state, regionally, and locally funded improvement and development projects, as well as proposal and business development opportunities.
  • Exercise responsible and ethical decision-making regarding company resources and conduct, adhering to WSP's Code of Conduct and related policies.
  • Perform additional responsibilities as dictated by business needs.
Who You Are

Required Qualifications
  • Bachelor's Degree in Engineering or a closely related field.
  • 10+ years of relevant post-education experience in engineering with prior transit and rail experience.
  • Engineer license required (multi-state preferred).
  • Extensive knowledge of transit and rail engineering principles, practices, processes, and design/build on major infrastructure projects, particularly railway civil works, transit stations, bridges, and elevated structures.
  • Experience in infrastructure planning, design, and program/construction management, including involvement in various rehabilitation, reconstruction, new design, and construction projects.
  • Strong understanding of FRA, FTA, CPUC, AREMA, and other rail regulatory standards and procedures, codes, compliance practices, and record-keeping requirements.
  • Proficient in technical computations and calculations applying engineering principles, understanding plans and specifications, and making factual comparisons to regulations.
  • Experience in planning and conducting inspections and investigations on various aspects of construction and design of facilities or structures, applying relevant regulations and policies.
  • Excellent interpersonal and communication skills, capable of conveying complex ideas effectively to both engineering and non-engineering audiences.
  • Strong self-leadership and interpersonal communication skills, able to interact effectively with clients, regulators, project managers, and team members at all organizational levels.
  • Ability to work independently while providing guidance and leadership to mid-level to senior team members, with strict adherence to quality assurance and quality control.
  • Proficient in technical writing, office automation, discipline-specific design software (e.g., MicroStation, AutoCAD, Civil 3D, OpenRail), technology, mathematical principles, predictive models, spreadsheets, and tools.
  • Experienced in critically reviewing documents and preparing technical deliverables and plans with a high degree of complexity.
  • Strong critical thinking and problem-solving skills to apply technical knowledge for effective solutions based on testing results, data analysis, and computations.
  • Demonstrated effectiveness in coordinating and directing subcontractors and others to complete tasks safely and efficiently.
  • Proven commitment to workplace safety and adherence to WSP's health, safety, and drug/alcohol policies.
  • Flexibility to accommodate various schedules to meet business needs and the ability to prioritize responsibilities and adapt to changes in a fast-paced work environment.
  • Occasional travel may be required based on project-specific needs.
Preferred Qualifications
  • Master's Degree in Engineering.
  • 40-Hour OSHA Health & Safety Training (HAZWOPER) (29 CFR preferred).
  • Basic First Aid and Adult CPR training is desirable.
