Job Summary

This position is responsible for leading the review and approval of complex contracts and agreements, ensuring compliance with City, State, and Federal procurement rules, statutes, and regulations.

Key Responsibilities
  • Manage a team of professional/technical staff to review and analyze complex contracts and contracting procedures.
  • Evaluate and review City contracts and contracting activities to ensure compliance with procurement rules and regulations.
  • Supervise computer operation functions to resolve issues related to data collection and data integrity.
  • Review and analyze contractor business history and contracts to identify potential corruption or irregularities.
  • Perform special projects and research on complex or highly technical contract matters.
Requirements
  • Four or more years of full-time professional experience in procurement, contract review, contract administration, or a related field.
  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration, or a related field.
  • Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described above.
Preferred Skills
  • Familiarity with the City's contracting rules and statutes, the Procurement Policy Board, and general government and regulatory compliance operations.
  • Experience in administering complex and specialized contract reviews.
  • Demonstrated experience preparing clear, concise, and accurate analytical reports.
  • Excellent analytical, interpersonal, communication, and organizational skills.
